th Street to North 4th Street under the Federal congestion Mitigation/Air Quality Program.

Analysis
This resolution will authorize the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation for replacing the street lighting units and traffic control signage on East Wisconsin Avenue using Congestion Mitigation/Air Quality funds.  The resolution also directs the City's Comptroller to create the necessary accounts to fund the City of Milwaukee's share for construction of this project.  The total cost of proposed street lighting and traffic control improvements is estimated to be $815,452.80, with $652,362.24 or 80% of costs provided by federal funds allocated under prior phases, and with local matching funds in the amount of $163,090.56 or 20%, based on previously approved unit prices.

Whereas, The City of Milwaukee requested and received approval from the Wisconsin Department of Transportation (WISDOT) to continue the implementation of streetscape improvements on primary pedestrian corridors in the Milwaukee Central Business District under the Federal Congestion Mitigation/Air Quality (CM/AQ) Improvement Program; and

 

Whereas, These streetscape improvements are being implemented to improve the pedestrian environment in the Milwaukee Central Business district to promote walking as an alternative to automobile trips within the Downtown area; and

 

Whereas, Implementation of streetscape improvements has begun on East/West Wisconsin Avenue to fully develop the first pedestrian corridor; and

 

Whereas, The Common Council previously authorized the execution of project agreements with Wisconsin DOT for streetscape improvements included in Phases I, II and III of this Project under Common Council File Number 981733, File Number 990806, and File Number 021033; and

 

Whereas, Streetscape improvements have been implemented or are under construction on East Wisconsin Avenue from the Milwaukee River to the intersection of East Mason Street and North Prospect Avenue, and West Wisconsin Avenue from North 2nd Street to North 4th Street under Phases I, II and III of this project; and

 

Whereas, The Common Council of the City of Milwaukee approved execution of a project agreement with WISDOT for Phase IV of the streetscape improvement project under Common Council File Number 040147, adopted June 15, 2004; and

 

Whereas, The Common Council of the City of Milwaukee authorized use of Phase IV funding for the construction of streetscape improvements on West Wisconsin Avenue from North 4th Street to North 10th Street under Common Council File No. 051582, adopted April 11, 2006; and

 

Whereas, Street lighting and traffic control improvements proposed to be implemented in conjunction with Phase IV of the streetscape improvement project are eligible for federal funding under the CM/AQ project; and

 

Whereas, Funding and construction of street lighting and traffic control improvements can be authorized by WISDOT through execution of a Local Force Account Contract for construction; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute a Local Force Account Construction Contract with the Wisconsin Department of Transportation for the funding and construction of traffic control and street lighting improvements by City forces, a copy of which is attached to this file and is incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized to construct traffic control and street lighting improvements included in the streetscape improvement project; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the construction of street lighting and traffic control improvements under the project (Expenditure), and transfer to these accounts the amount required under the project agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
