This charter ordinance permits the city purchasing director, if authorized by the central board of purchases, to award contracts valued at between $30,001 and $50,000 without the approval of the board, if the award is made to the lowest bidder, at least 3 bids have been received, and no appeal is pending.

BODY:

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 16-05-2-a of the charter is amended to read:

 

16.05. Central Board of Purchases: Duties.

 

2.                     CONTRACTS, BIDDING. a. All such work, items, materials, supplies, equipment and services, except as otherwise provided herein, when the estimated cost thereof shall exceed $30,000, shall be purchased from the lowest responsible bidder, subject to bidding requirement exceptions under sub. 3, after due notice inviting proposals. Such notice shall be published in at least one official paper for at least 2 days preceding the last day set for the receipt of proposals. Except as otherwise permitted under s. 16-02-4-h, all such contracts where the actual cost exceeds $30,000 shall be awarded by the central board of purchases and shall be purchased by formal written contract >>, except that the city purchasing director, upon the authorization of the central board of purchases, may award such contracts up to $50,000 to the lowest bidders where at least 3 bids have been received and no appeal is pending<<. If the actual cost of a contract is $30,000 or less, except as otherwise provided in this section, such contract shall not require award by the board.

 

Part 2. This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition is filed as provided in s. 66.01(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
