Substitute resolution approving levying of assessments and construction of assessable public improvement projects at various locations and appropriating funds for these purposes with the City cost of these projects approved by this resolution is estimated to be $549,200 for a total estimated cost of $591,100.
Analysis
This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held. The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements. The City cost of these projects approved by this resolution is estimated to be $549,200. The total estimated cost of these projects is $591,100.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:
2nd Aldermanic District
W. Medford Ave. - W. Congress St. to W. Baldwin St. (ST211160148): Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund -- $7,500; Nonassessable Reconstruction Paving Fund -- $4,200). The total estimated cost for this project including the requested amount is $11,700. This project is anticipated to be completed during the 2017 construction season.

W. McKinley Ave. - N. 18th St. to N. 19th St. (ST211170124): Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund -- $2,100; Nonassessable Reconstruction Paving Fund -- $1,000). The total estimated cost for this project including the requested amount is $7,000. This project is anticipated to be completed during the 2017 construction season.

E. Nash St. - N. Fratney St. to N. Holton St. (ST211120171) File Number 160261: Concrete pavement reconstruction, widen the pavement from 24 to 36 feet, construct curb and gutter, replace all of the walk on the north side of the street, install new walk on the south side of the street, construct driveways, remove railroad crossings as necessary, sodding (new 6-foot width of tree border area), and grading. (Assessable Reconstruction Paving Fund -- $32,000; Nonassessable Reconstruction Paving Fund -- $380,000). The total estimated cost for this project including the requested amount is $440,000. This project is anticipated to be completed during the 2017 construction season.

N. 40th St. - W. Roosevelt Dr. to W. Capitol Dr. (ST211170114): Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund -- $6,400; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $8,400. This project is anticipated to be completed during the 2017 construction season.
N. 46th St. - W. Glendale Ave. to W. Hampton Ave. (ST211170116): Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund -- $14,000; Nonassessable Reconstruction Paving Fund -- $2,000). The total estimated cost for this project including the requested amount is $16,000. This project is anticipated to be completed during the 2017 construction season.

S. Lenox St. - 350 feet south of E. Wilbur Ave. to E. Wilbur Ave. (SM495160067): Install storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $88,000; Assessable Expansion of Capacity Sewer Fund (SM492140007) -- $10,000). The total estimated cost for this project including the requested amount is $108,000. This project is anticipated to be completed during the 2017 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and
Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it
Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it
Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That projects: W. Medford Ave. (ST211160148), W. McKinley Ave. (ST211170124), E. Nash St. (ST211120171), N. 40th St. (ST211170114), N. 46th St. (ST211170116), and S. Lenox St. (SM495160067) will be billed after January 1, 2019, but not before 12 months after the project contract has been completed; and, be it
Further Resolved, That project upon request by property owners, 547-0138-5, 547-0139-0, 547-0140-6, 547-0141-1, 547-0142-7, 547-0143-2, 547-0144-8, 547-0147-4, 547-0148-X, 547-0149-5, 547-0151-6, 547-0153-7, and 547-1047-9, the special assessments for storm sewers S. Lenox St. (SM495160067) may be deferred until application for connection to said storm sewer is made. The Cost for deferred charges shall be in accordance with City Charter 12.10; and, be it
Further Resolved, That the following project be deleted from the 2017 Paving Program: N. 75th St. (ST211160167).
