Title
Resolution authorizing City of Milwaukee participation in Milwaukee County's proposed improvement of East College Avenue (CTH "ZZ") between South Howell Avenue and South Pennsylvania Avenue. (Infrastructure Services Div.)
Analysis
This resolution authorizes the City of Milwaukee to participate in 38% of the preliminary engineering for the improvement of East College Avenue (CTH "ZZ") from South Howell Avenue and South Pennsylvania Avenue. It also authorizes and directs the City Comptroller to create an appropriate subaccount for the project titled and authorizes the City Engineer to approve and make periodic payments upon request from Milwaukee County's cost for preliminary engineering. The City's share of the preliminary engineering costs for the proposed improvement including City review costs is $42,000. This resolution also specifies the City's intent to participate in the construction for the improvement pending the availability of funds and further Common Council action.
Body
Whereas, The Common Council of the City of Milwaukee on November 29, 1999, adopted Resolution File Number 991245 authorizing and directing the City participation in a grade separation study as an initial intention to participate in the preliminary engineering cost of East College Avenue; and
Whereas, Milwaukee County, in continuation of improving East College Avenue, County Trunk Highway "ZZ", has informed the City of their proposal to initiate preliminary engineering in 2001 for the improvement of East College Avenue (CTH "ZZ") between South Howell Avenue and South Pennsylvania Avenue scheduled for construction in 2003; and
Whereas, Milwaukee County has indicated that preliminary engineering activities for the improvement of East College Avenue is contingent upon the City of Milwaukee agreeing to reimburse the County 3.8 percent of the preliminary engineering costs; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee is authorized to participate in 3.8 percent of the costs for preliminary engineering for the improvement of East College Avenue (CTH "ZZ") said participation to be effective upon the adoption date of this resolution; and, be it
Further Resolved, That the City Comptroller is hereby authorized and directed to create within the Capital Grant and Aids Project fund, the appropriate subaccount for the project titled and transfer to this account the amount required for the City's preliminary engineering costs and the City's share of the County's preliminary engineering costs but not to exceed a 10 percent increase in the amount set aside as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments upon request from Milwaukee County for the City's share of Milwaukee County's costs for preliminary engineering; and, be it
Further Resolved, That it is the intention of the City of Milwaukee to participate in the construction costs for the East College Avenue (CTH "ZZ") between South Howell Avenue and South Pennsylvania Avenue County Trunk Highway improvement project, contingent on the availability of funds and on the Common Council of the City of Milwaukee further approving the projects; and, be it
Further Resolved, That the City of Milwaukee agrees to fund the local share of the preliminary engineering costs on a 50/50 cost sharing basis with Milwaukee County, but this resolution does not endorse a similar 50/50 cost sharing basis on the construction costs.
