This resolution authorizes and directs the Commissioner of Public Works to execute two Project Agreements with the Wisconsin Department of Transportation for the programming and construction of a bicycle trail within the Beerline "B" redevelopment area. The proposed trail is along North Commerce Street and North River Boat Road between North Commerce Street and the North Avenue Viaduct. The project will be funded primarily with federal funds from the Congestion Mitigation and Air Quality and Transportation Enhancement programs. The 20 percent local matching funds will be from Tax Incremental Financing.
 
 
BODY:
Whereas, The City of Milwaukee has developed a conceptual plan for the redevelopment of the Beer Line "B" rail corridor; and
 
Whereas, The redevelopment plan includes an off-road bicycle trail along North Commerce Street and North River Boat Road between North Pleasant Street and the North Avenue Viaduct; and
 
Whereas, The City of Milwaukee applied for Transportation Enhancement (TE) and Congestion Mitigation and Air Quality (CMAQ) funds to construct this bicycle trail; and
 
Whereas, The Wisconsin Department of Transportation (WISDOT) has approved the applications and submitted Project Agreements to be executed by the City of Milwaukee for the programming and construction of the project with federal aid under the TE and CMAQ programs; and
 
Whereas, The local share will be funded with Tax Incremental Financing; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute two Project Agreements for the programming and construction of a bicycle trail through the Beer Line "B" redevelopment area, copies of which are attached to Common Council Resolution File Number 000018, and are incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the above-mentioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
