Analysis
This Resolution authorizes the City Engineer to apply for a State of Wisconsin Department of Natural Resources (WDNR) Municipal Flood Control Grant with a maximum grantor share of 70% and not to exceed $625,000 and with the remainder borne by the City of Milwaukee. The grant would allow the City of Milwaukee to appraise, acquire and raze three properties located at 5652, 5664 and 5710 South 20th Street and maintain the sites as stormwater management areas to prevent or reduce future flood related damages.
Body
 
Whereas, The City of Milwaukee qualifies to apply for a Municipal Flood Control grant to acquire and raze the three properties located at 5652, 5664 and 5710 South 20th Street which have had repetitive flood damage reported at least three times during the last 10 years; and
 
Whereas, The City of Milwaukee will submit an application for appraisal, acquisition and razing of the three properties to construct a stormwater management area on the properties to prevent or reduce future flood related damages; and
 
Whereas, The Wisconsin Department of Natural Resources (DNR) would provide a maximum cost share of 70% of the eligible costs, with the total grantor share not to exceed $625,000; and
 
Whereas, The DNR requires that no property will be acquired without the voluntary consent of the property owner; and
 
Whereas, The City will allow DNR staff access to inspect the site; and
 
Whereas, The City will maintain records documenting all expenditures made during the Municipal Flood Control Grant project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the City Engineer is authorized to apply for a 2012 Municipal Flood Control Grant application from the DNR; and, be it
 
Further Resolved, That the City Engineer is authorized to submit a signed Environmental Hazard Assessment form to the WDNR; and, be it
 
Further Resolved, That the City Engineer is authorized to sign and submit a grant agreement between the City of Milwaukee and the DNR; and, be it
 
Further Resolved, That the City Engineer is the authorized agent for the City of Milwaukee for the purpose of entering into a 2012 Municipal Flood Control Grant agreement between the City of Milwaukee and the DNR.
