Title
Substitute resolution authorizing the expenditure of funds to update the City of Milwaukee's Purchasing Power Profiles.
Analysis
This substitute resolution authorizes the expenditure of $10,000 to update the "Purchasing Power Profiles" created by UWM-ETI over the Summer of 2001 and authorizes the proper City officials to enter into a contract with UWM-ETI for that purpose.
Body
Whereas, In December of 2000 in File No. 001178, the Common Council of the City of Milwaukee authorized the expenditure, by the Department of City Development, of $25,000 from the Advance Planning Fund to partially fund an Asset Mapping Project in partnership with the Helen Bader Foundation, the Neighborhood Improvement Development Corporation and the UWM Employment and Training Institute ("UWM-ETI"); and
Whereas, That project resulted in the preparation of and the nationwide distribution of a major report by UWM-ETI entitled "Exposing Urban Legends: The Real Purchasing Power of Central City Neighborhoods;" and
Whereas, The findings of and the information contained within the above-cited study dramatically showed that Milwaukee neighborhoods are stereotyped by national data services and as a result are tremendously underserved by retail stores and service providers; and
Whereas, In addition to the study, UWM-ETI and the Department of City Development ("DCD") jointly collaborated on the creation of "Purchasing Power Profiles" for 39 commercial districts and all zip codes within the City of Milwaukee; and
Whereas, All Purchasing Power information can be accessed via the DCD web site and is used by DCD staff, commercial brokers, community development corporations, financial institutions, entrepreneurs and others actively engaged in recruiting and supporting neighborhood commercial development; and
Whereas, The information contained in these profiles is 3 to 4 years old and consequently needs updating; and
Whereas, The current DCD neighborhood business recruitment strategy includes approaching existing businesses in communities in Waukesha, Ozaukee, Racine, Washington and Kenosha Counties to interest them in Milwaukee neighborhood sites and the expansion of the profile series to these counties would be very helpful; and
Whereas, UWM-ETI has indicated that an update of the series along with transferring the ability to update the series in the future can be successfully completed at a cost not to exceed $10,000; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized and directed to enter into a Planning Study Agreement with the UWM-ETI for an amount not to exceed $10,000 for the purpose of updating and expanding the geographic coverage of the current "Purchasing Power Profiles" and to provide the training necessary for DCD staff to internally update these profiles in the future; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer the amount of $10,000 from the Economic Development Fund Account No. 006300 to the Consulting Services Subaccount No. 634001 for this project.
