Analysis
Currently, city employees appointed or elected to certain, boards, commissions or committees are granted time-off with pay up to 32 hours per year to attend official meetings and functions during regularly-scheduled working hours. Additional time may be approved of by the finance and personnel committee.
Under this ordinance, elected city employee board members of the employes’ retirement system are granted time-off with pay up to 300 hours per year for attendance at annuity and pension board and committee meetings or for attending conferences related to their duties and responsibilities as board members.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 350-219-2 of the code is renumbered 350-219-2-a
Part 2. Section 350-219-2-b of the code is created to read:
350-219. Participation in Governmental, Professional, Technical and Community Organizations.
2. GOVERNMENTAL ACTIVITIES.
b. Elected city employee board members of the employes’ retirement system, during their regularly-scheduled working hours, shall be granted time-off with pay by their department heads up to 300 hours per year for attendance at meetings of the annuity and pension board and its committees, meetings for the purpose of carrying out the business of the board, or for attending conferences necessary for the discharge of their duties and responsibilities as members of the annuity and pension board, as approved by the Board. Time-off with pay shall be granted only if the employee gives 48 hours notice requesting time-off for such activities. Additional paid time-off beyond hours per year may be granted with approval of the finance and personnel committee upon written request by the annuity and pension board.
