Resolution to amend the Local Force Account Contract with the Wisconsin Department of Transportation relative to the cost participation and installation of street lighting improvements and traffic signal and sign modifications with the Federal/State Aid streetscaping of North Holton Street from East Reservoir Avenue to East Center Street in the 3rd and 6th Aldermanic District with an increase of $69,196.40 ($55,357.12 State Share/$13,839.28 City Share) or 24.56 percent for a new total of $350,880.37, with an estimated State share of $280,704.29, and an estimated City share of $70,176.08.
Analysis
This resolution authorizes the Commissioner of Public Works and the Comptroller to amend the agreement previously authorized by Common Council File Number 040260, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation for installation of street lighting improvements and traffic signal and sign modifications with the streetscaping of North Holton Street from East Reservoir Avenue to East Center Street in the 3rd and 6th Aldermanic Districts. Due to the increased costs of aluminum and copper materials, the estimated costs for this lighting portion have increased 69,196.40 ($55,357.12 State Share/$13,839.28 City Share) or 24.56 percent for a new total of $350,880.37, with an estimated State share of $280,704.29, and an estimated City share of $70,176.08.

Whereas, The Common Council has previously approved File Number 061400, which authorized the Commissioner of Public Works and the Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation (WISDOT) to undertake streetscaping on North Holton Street from East Reservoir Avenue to East Center Street; and
Whereas, Labor costs and costs for materials used for construction of this project which contain aluminum or copper have significantly increased; and
Whereas, The revised estimated cost is $350,880.37, an increase of $69,196.40 or 24.56 percent over the original estimated cost of $281,683.97 for the installation of street lighting improvements and traffic signal and sign modifications; and
Whereas, 80 percent of the revised estimated cost of $280,704.29 is funded through WISDOT and 20 percent or $70,176.08 is to be funded by the City; and
Whereas, The increased costs for this project are greater than 10 percent over the amount previously authorized, which requires further approval by the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and Comptroller are authorized to amend the funding agreement with WISDOT for the installation of street lighting improvements and traffic signal and sign modifications in conjunction with streetscaping of North Holton Street from East Reservoir Avenue to East Center Street based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is directed to construct street lighting improvements and traffic signal and sign modifications included in the agreement following execution of the agreement; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to transfer to these accounts the additional amount required under the agreement and City accounting policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
