Title

Resolution relating to acceptance and funding of a 2025-2026 Resiliency in Communities After Stress and Trauma (ReCAST) grant.

Analysis

This resolution authorizes the Department of Administration - Office of Community Wellness & Safety to accept and fund a 2025-2026 ReCAST grant from the U.S. Department of Health and Human Services (DHHS) as the fifth year of a 5-year award with an amount of $680,646.00 with a city share of $0 and a grantor share of $680,646.00. The purpose of the grant is to provide evidence-based violence prevention and community engagement to assist youth and families to promote community safety and healing.

Whereas, The City of Milwaukee appears to be eligible for grant funds from DHHS to provide evidence-based violence prevention and community youth engagement programs to assist youth and families to promote community safety and healing: and

 

Whereas, The operation of this grant from 9/30/2025 to 9/29/2026 would cost $680,646.00 of which, $0 (0%) would be provided by the city and $680,646.00 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Administration - Office of Community Wellness & Safety shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

1.                     Commit funds within the Project/Grant Parent of the 2025 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2025-2026 ReCAST Year 5:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.                     Establish the necessary City Share Project Values; and, be it

 

Further Resolved, that these funds are budgeted for the Department of Administration- Office of Community Wellness & Safety, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Enter into subcontracts as detailed in the grant budget; and, be it

 

3.                     Expend from the grant budget funds for training and out-of-town travel by departmental staff;

 

 

Further Resolved, That the Common Council directs that the 2025-2026 Position Ordinance shall be amended as follows:
