Title

Resolution directing the Commissioner of Public Works to execute a 1st Revision State/Municipal Agreement with the Wisconsin Department of Transportation to fund design and construction for the 20th Street Power Line and Beerline Trail Project.

Analysis

This resolution directs the Commissioner of Public Works to execute a 1st Revision State/Municipal Agreement with the Wisconsin Department of Transportation for the design and construction of the 20th Street Power Line and Beerline Trail Project. The State/Municipal Agreement provides for 80 percent Federal and State aid and 20 percent local cost sharing.  The revised total estimated cost of this project is $1,437,407.55 with a grantor share of $1,144,911 and a City share of $292,496.55. Construction estimated cost increase is $450,000 with an estimated additional City share of $90,000 and am additional grantor share of $360,000.

Body

Whereas, Project agreements have been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the 20th Street Power Line and Beerline Trail project under the Transportation Alternatives Program; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the 1st Revision State/Municipal Agreement with the Wisconsin Department of Transportation for the design and construction of the aforementioned 20th Street Power Line and Beerline Trail project with Federal and/or State aid, copies of which are attached to Common Council Resolution File Number 240141, and are incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for construction for the project (Expenditure) and transfer to this account the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
