Title
Resolution directing the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation permitting local units of government to enact certain regulations pertaining to the solicitation of campaign contributions.
 
Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation permitting local units of government to enact the following regulations, all of which pertain to the solicitation of campaign contributions:
1.  Prohibiting City officials from knowingly soliciting contributions for or against a political candidate or ballot measure from any City official or employe.
2.  Prohibiting City officials from soliciting contributions for or against a political candidate or ballot measure from any City official over whom they have any form of supervisory authority.  This prohibition would apply both at and away from the workplace.
3.  Prohibiting City officials from soliciting campaign contributions from another City official or employe.  This restriction applies to both elected officials and candidates for office.
4.  Prohibiting City employes from soliciting political contributions from anyone over whom they have supervisory responsibility at any place and at any time.
 
Body
Whereas, On November 27, 2002, a task force was convened and charged with reviewing the current laws and regulations that govern City of Milwaukee officials and employes in matters of ethics; and
 
Whereas, After several meetings and a public hearing, the recommendations of that task force were presented to the Steering and Rules Committee on October 23, 2003; and
 
Whereas, Several of these recommendations, particularly those pertaining to the solicitation of campaign contributions, require a change in the Statutes of the State of Wisconsin before they can be implemented on the local level; and
 
Whereas, The Common Council has reviewed these recommendations and believes they will be an important step in its on-going efforts to protect the integrity of municipal government and retain the trust of the public it serves; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division, is directed to seek introduction and passage of legislation that would permit local governments to enact the following regulations:
 
1.  Prohibiting City officials from knowingly soliciting contributions for or against a political candidate or ballot measure from any City official or employe.
2.  Prohibiting City officials from soliciting contributions for or against a political candidate or ballot measure from any City official over whom they have any form of supervisory authority.  This prohibition would apply both at and away from the workplace.
3.  Prohibiting City officials from soliciting campaign contributions from another City official or employe.  This restriction applies to both elected officials and candidates for office.
4.  Prohibiting City employes from soliciting political contributions from anyone over whom they have supervisory responsibility at any place and at any time.
