Title
Substitute resolution relating to installation of fiber-optic cable through the existing sewer system to bring high-speed broadband access directly into downtown buildings.
 
Analysis
This resolution authorizes and directs the appropriate officials in the Department of Administration - Information & Technology Management Division, the Department of Public Works - Infrastructure Services Division and the City Attorney's Office to negotiate with firms interested in providing broadband computer connections through existing City infrastructure.  Any agreements negotiated pursuant to this resolution would be submitted to the Common Council for approval.
 
Body
Whereas, The growth of the Internet and other forms of computer connectivity has been and appears likely to remain a key element of the modern infrastructure; and
 
Whereas, Much like roads, sewers and street lights, the nature and state of Milwaukee's electronic infrastructure is a matter of vital concern to City government; and
 
Whereas, A number of high-tech firms have begun using existing sewer systems to bring broadband Internet connections to end-users of all types; and
 
Whereas, Connections of this type offer high-speed access without the disruption often caused by conventional fiber-optic installations; and
 
Whereas, Projects of this kind promise to bring to the City not only revenue from lease agreements but also competitive advantages as it seeks to attract businesses that have need of high-end Internet access; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the appropriate officials in the Department of Administration - Information & Technology Management Division, the Department of Public Works - Infrastructure Services Division and the City Attorney's Office are authorized and directed to negotiate with firms interested in making use of the City's existing infrastructure for the purpose of providing broadband access to the City of Milwaukee; and, be it
 
Further Resolved, That agreements resulting from these negotiations be presented to the Common Council for review and approval.
