Title
Resolution approving an agreement between the Milwaukee Police Department and Milwaukee World Festival, Inc., regarding extra-duty police services.
Analysis
This resolution approves an agreement between the Police Department and Milwaukee World Festival, Inc., related to extra-duty police services at Summerfest.
Body
Whereas, Milwaukee World Festival, Inc (“MWF”), is a not-for-profit 501 (c) (3) responsible for Summerfest; and
Whereas, MWF and the City made and entered into a Second Amendment to Lease Agreement, effective January 6, 2010 (“Lease Agreement”) that remains in effect as of the date of this resolution; and
Whereas, pursuant to Section 3.A. and Exhibit O-4 of the Lease Agreement, MWF is required to pay to the City the Supplemental Service Fee in 2022 of $149,719 which is intended to offset a portion of the costs of public safety services provided by City; and
Whereas, Milwaukee Code of Ordinances 312-26 permits MPD to enter into agreements for up to one year and not exceeding $50,000, for additional law enforcement services with entities that have been approved by the police chief and meet certain criteria; and
Whereas, the police chief has approved the additional law enforcement services and Summerfest meets the certain criteria found in MCO 312-26-2-a.; and
Whereas, the anticipated costs for the MPD services provided under the 2022 Extra Duty Agreement are expected to exceed $149,719; and
Resolved, By the Common Council of the City of Milwaukee, that the Extra-Duty Letter of Agreement between the Police Department and Milwaukee World Festival, Inc., related to extra duty services for Summerfest, and as attached to this file, is approved; and
Further Resolved, By the Common Council of the City of Milwaukee, that the Addendum to 2022 Extra Duty Letter of Agreement between the Police Department and Milwaukee World Festival, Inc., related to extra duty services for Summerfest, and as attached to this file, is approved; and, be it
Further Resolved, That the Chief of Police, or the Chief’s designee, and the appropriate City officials are authorized to execute the Extra-Duty Letter of Agreement and Addendum, or ones substantially similar.
