Title

Resolution approving the Intergovernmental Agreement for the Safe Schools/Healthy Students Initiative between the City and the Milwaukee Board of School Directors.

Analysis

This resolution approves the Intergovernmental Agreement for the Safe Schools/Healthy Students Initiative between the City and the Milwaukee Board of School Directors (“Board”).  Under this Agreement, the Milwaukee Police Department shall assign 2 officers to work as School Resource Officers (“SROs”) at Northwest Secondary School on a full-time basis beginning the first semester of the 2008-2009 school year and through the last semester of the 2010-2011 school year.

 

The Board will reimburse the City for actual salaries, fringe benefits and overtime, plus indirect costs, of services performed at the school for 1.3 of the SROs assigned to work under the agreement, not to exceed $96,000.  The Agreement may be terminated upon 90 days notice in writing to the other party.

Body

Whereas, The Milwaukee Board of School Directors (“Board”) and the City of Milwaukee (“City”) both qualify as “municipalities” authorized to enter into contracts for the receipt or furnishing of services pursuant to s. 66.0301, Wis. Stats.; and

 

Whereas, The City and the Board are dedicated to establishing and maintaining a positive partnership that promotes prevention, intervention, education and enforcement as a means of improving the safety and security in and around Milwaukee Public Schools (“MPS”) schools for staff, students, parents and the community; and

 

Whereas, The City and the Board previously have approved Intergovernmental Cooperation Agreements whereby a total of 10 School Resource Officers (“SROs”) are assigned at 5 MPS schools, which shall terminate at the end of the last regularly scheduled school day of the first semester of the 2008 - 2009 school year; and

 

Whereas, Both parties consider the program to be a success based on feedback from community-based organizations, the SRO Pilot Program Focus Committee, and principals, students and staff whose schools were served by the program; and

 

Whereas, Because of the success of the program, the parties desire to extend the program to include Northwest Secondary School; and

 

Whereas, Under this Agreement 2 full-time SROs will be placed at the Northwest Secondary School; and

 

Whereas, MPS shall pay the City a sum sufficient to pay the costs of the actual salaries, fringe benefits and overtime, plus indirect costs, of 1.3 of the SROs assigned to work on school security on a full-time basis under this Agreement, not to exceed $96,000; and

 

Whereas, This Agreement shall commence on the first teacher day of the first semester of the 2008-2009 school year and shall conclude on the last school day of the second semester of the 2010-2011 school year; however, this Agreement may be terminated by either party for convenience upon 90 days notice in writing to the other party; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Agreement for the Safe Schools/Healthy Students Initiative between the Milwaukee Board of School Directors and the City of Milwaukee is approved; and, be it

 

Further Resolved, That the proper City officers are authorized to execute the Agreement with the Board, a copy of which is attached to this file; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2008 Special Revenue-Grant and Aid Projects Fund, the following amount for the school security program:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement;

 

Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Milwaukee Police Department, which is authorized to:

 

1.  Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget and incur costs consistent with the award date.

 

2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%.
