Analysis

Currently, the area surrounding the Saint Francis Hospital, bounded by S. 15th St. on the east, S. 20th St. on the west, W. Oklahoma Ave. on the north and W. Holt Ave. on the south, excluding both sides of the 3300 block of S. 19th St. bounded by W. Ohio Ave. on the north and W. Holt Ave. on the south, is a commuter parking impacted area.  This ordinance amends the Saint Francis Hospital commuter parking impacted area by excluding both sides of the 3100 blocks of S. 18th St. and S. 19th St. bounded by W. Oklahoma Ave. on the north and W. Euclid Ave. on the south.

Whereas, A residential area is deemed eligible for residential permit parking if, parking therein is impacted by commuter vehicles during those hours when all-night parking regulations are not in effect; and

Whereas, The Saint Francis Hospital commuter parking impacted area includes the area bounded by S. 15th St. on the east, S. 20th St. on the west, W. Oklahoma Ave. on the north and W. Holt Ave. on the south, excluding both sides of the 3300 block of S. 19th St. bounded by W. Ohio Ave. on the north and W. Holt Ave. on the south; and

Whereas, The need for this commuter parking impacted area has changed in that Wheaton Franciscan Healthcare has finished construction of a parking facility on the Saint Francis Hospital site, alleviating some of the parking issues that led to the creation of the Saint Francis Hospital commuter parking impacted area; now, therefore

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1.  Section 101-27.7-9-c-14 of the code is amended to read:

101-27.7. Residential Daytime Parking Privilege for Commuter Parking Impacted Areas.

9. PARKING AREA LOCATIONS.

c. Locations of Commuter Parking Impacted Areas.

c-14. Saint Francis Hospital impacted area, bounded by S. 15th St. on the east, S. 20th St. on the west, W. Oklahoma Ave. on the north and W. Holt Ave. on the south, excluding both sides of the 3300 block of S. 19th St. bounded by W. Ohio Ave. on the north and W. Holt Ave. on the south>>, and both sides of the 3100 blocks of S. 18^th St. and S. 19^th St. bounded by W. Oklahoma Ave. on the north and W. Euclid Ave. on the south<<.
