Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $100,000 for a total estimated cost of these projects being $2,010,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable.  After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council.  The City cost for engineering these projects is estimated to be $100,000 with the total cost estimated to be $2,010,000.
Body
Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
 
1st Aldermanic District
 
W. Hampton Ave. - N. Green Bay Ave. to N. Teutonia Ave. (SM493130106):  Bioswales.  Best Management Practices (BMP's) for the reduction of TSS in storm water.  (Nonassessable TSS Removal Fund -- $5,000).  The total estimated cost for this project including the requested amount is $150,000.  This project is anticipated to be completed during the 2014 construction season.
 
4th Aldermanic District
 
W. Clybourn Ave. - A point east of N. 16th St. to N. 16th St. (ST211140158):  Median installation.  (Nonassessable Reconstruction Paving Fund -- $10,000).  The total estimated cost for this project including the requested amount is $90,000.  This project is anticipated to be completed during the 2014 construction season.
 
7th Aldermanic District
 
N. Sherman Blvd. - W. Auer Ave. to W. Congress St. (SM493130107):  Sherman Boulevard bioswales.  Best Management Practices (BMP's) for the reduction of TSS in storm water.  (Nonassessable TSS Removal Fund -- $5,000).  The total estimated cost for this project including the requested amount is $300,000.  This project is anticipated to be completed during the 2014 construction season.
 
11th Aldermanic District
 
W. Forest Home Ave. (Southeast Side) - S. 54th St. to S. 60th St. (WT410140690):  Relaying water main.  (Nonassessable Water Fund Budget Line 5010 -- $15,000; Nonassessable Water Fund Budget Line 6410 -- $15,000).  The total estimated cost for this project including the requested amount is $400,000.  This project is anticipated to be completed during the 2014 construction season.
 
City Wide
 
2013 Sanitary Manhole Rehabilitation (SM494130105):  City wide manhole rehabilitation.  (Infiltration/Inflow Reduction Fund -- $40,000).  The total estimated cost for this project including the requested amount is $900,000.  This project is anticipated to be completed during the 2014 construction season.
 
2014 Sanitary Manhole Inspection (SM494130104):  City wide manhole inspection.  (Infiltration/Inflow Reduction Fund -- $5,000).  The total estimated cost for this project including the requested amount is $105,000.  This project is anticipated to be completed during the 2014 construction season.
 
2014 Sewer Structures Inspection (SM495130601):  City wide sewer structure inspection.  (Nonassessable Sewer Maintenance Relay Fund -- $5,000).  The total estimated cost for this project including the requested amount is $65,000.  This project is anticipated to be completed during the 2014 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
 
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
