Title

Substitute resolution relative to acceptance and funding of the 2024 Beach Water Monitoring grant from the Wisconsin Department of Natural Resources.

 

Analysis

Substitute resolution authorizes the Health Department to accept, and fund the 2024 Beach Water Monitoring grant from the Wisconsin Department of Natural Resources in the amount of $35,000 with a City share of $0 and a grantor share of $35,000. The funding will provide for seasonal monitoring and public information on the water quality at public beaches in the city of Milwaukee.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Natural Resources to monitor and share information on the water quality at public beaches in the city of Milwaukee; and

 

Whereas, The operation of this grant program from April 15, 2024 to October 31, 2024 will cost $35,000 comprised of $35,000, or 100%, grantor share and $0, or 0%, City share; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2024 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2024 - Beach Monitoring:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2024 grant budget funds for specific items of equipment; and,

 

3.                     Expend from the 2024 grant budget funds for training and out-of-town travel by departmental staff; and,

 

4.                     Enter into subawards and leases as detailed in the grant budget.
