Resolution authorizing the re-allocation of HOME reprogramming funds to another Service Provider. (Community Block Grant Administration)

Analysis

This resolution authorizes the reallocation of 2004 HOME reprogramming funds in the amount of $100,000 originally awarded to South Community Organization (SCO) to now be awarded to the Department of City Development.

Body

Whereas, The Common Council of the City of Milwaukee under Common Council File 040121 held funding to South Community Organization in the amount of $100,000 for the rehabilitation of the Westside Housing Cooperative properties. The funds were held pending a review by the City Attorney's office; and

 

Whereas, The City Attorney's office has rendered its opinion that they are waiting for the results of a fiscal site review of South Community Organization to be completed by the City Comptroller's office; and

 

Whereas, The Westside Housing Cooperative properties are now being held and therefore preventing the full completion of the property rehabilitation; and

 

Whereas, The Community & Economic Development Committee recommends approval to re-allocate the $100,000 of HOME reprogramming funds to the Department of City Development in order to fully complete the timely rehab of the Westside Housing Coop properties; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the $100,000 of HOME reprogramming funds be awarded to the Department of City Development to complete the necessary rehab work; and, be it

 

Further Resolved, That the Community Block Grant Administration is responsible for awarding a subrecipient contract for these approved activities; and, be it

 

Further Resolved, That the subrecipient organizations shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Block Grant Administration and the City Comptroller for review and approval; and, be it

 

Further Resolved, That payments for Community Development Block Grant (CDBG) costs incurred shall be paid in accordance with approved Community Development Block Grant (CDBG) reimbursement policy based on the approval by the Community Block Grant Administration and the City Comptroller of a Budget Forecast (CDA-51); and, be it

 

Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5V are fully applicable to the 2004 Community Development Entitlement Funding Program.
