The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 60-3-1, 3 and 4 of the code is amended to read:
60-3. Animal Fancier Permit and Fees.
1. The fee for each animal fancier permit shall be [[$70]] >>$100<< .
3. There shall be an additional [[$35]] >>$50<< late fee for any new or renewal permit application and fee that is received by the department later than the fifth day after the applicant has received the permit application.
4. A [[$30]] >>$50<< delayed inspection fee shall be charged whenever a permit holder fails to schedule and allow a department inspection of the premises as provided in s. 78-7-2-b-2.
Part 2. Section 60-5-1 of the code is amended to read:
60-5. Animal Impoundment Fee.
1. The basic fee for the repossession of an impounded animal shall be [[$60]] >>$75<< .
Part 3. Section 60-9-1 and 2 of the code is amended to read:
60-9. Asbestos Project Permit. The fee for each asbestos project shall be as follows:
1. Review and inspection of permit application: [[$100]] >>$150<< .
2. Fees for a permit shall be computed as follows:
a. For a period not exceeding 3 days of asbestos project work: [[$295]] >>$350<< .
b. For a period of 4 to 10 days of asbestos project work: [[$490]] >>$550<< .

2. ALTERATIONS AND ADDITIONS.
a. Residential: $250 per tax dwelling unit.
b. Commercial, industrial, institutional or public: $0.25 per square foot, with a minimum of $1,000 and a maximum of $25,000.

2. The fee for a late special event permit application with a special event permit fee of less than $500 shall be $50.
3. The fee for a late special event permit application with a special event permit fee of $500 or more shall be 10% of total fees for department of public works services.
Part 30. Section 81-119-2, 5 and 7of the code is amended to read:
81-119. Swimming and Other Water Use Facility Operating Licenses.
2. The fee for each swimming or other water use facility operating license shall be [[$250]] >>$325<< .

Part 37. Section 81-121-4 and 6 of the code is amended to read:
4. PREINSPECTION FEE. For inspection of a new tattooing or body-piercing establishment, a preinspection fee of [[$123]] >>$150<< shall be charged.
6. DUPLICATE LICENSE. The fee for a duplicate copy of any of the licenses listed in this section shall be [[$11]] >>$25<< .
Part 38. Section 101-24.7-2 of the code is repealed and recreated to read:
101-24.7. Unregistered Motor Vehicles.
2. PROHIBITED AND PENALTIES. a. Prohibition of Improperly Registered Vehicles. No improperly registered vehicle may be located upon any alley, street, highway, public way or thoroughfare within the city. If a showing is made by any party that the records of the Wisconsin department of transportation contain information that application and payment for registration of the motor vehicle were complete and current at the time of the violation, the stipulated forfeiture provided in s. 101-34-2-d and the penalty provided in s. 101-34-7-d shall apply.
b. Prohibition of Unregistered Vehicles. No unregistered motor vehicle may be located upon any alley, street, highway, public way or thoroughfare within the city. The stipulated forfeiture provided in s. 101-34-2-j and the penalty provided in s. 101-34-7-j shall apply.
Part 39. Section 101-25-1-b of the code is amended to read:
101-25. Towing Away of Vehicles.
1. AUTHORITY.
b. Removal to a Secure Impound Lot. The vehicle reclamation charge that is imposed in order to reclaim a vehicle under this section from a secure impound lot shall be $150. The charge for [[outdoor]] storage shall be [[$20]] >>$25<< for each day of storage [[, and the charge for indoor storage shall be $30 per vehicle for each day of storage]] . An additional reclamation charge shall be imposed for the actual costs, including costs of labor incurred in the treatment, disposal, removal or abatement of any substance, chemical or other material contained within or upon a vehicle when, in the judgment of the commissioner or the commissioner’s designee, such action is necessary to render the vehicle into a safe and sanitary condition. The vehicle reclamation charge shall be paid to the commissioner of public works at the storage facility and the vehicle may be released from storage upon payment of all vehicle reclamation charges and presentation of proper identification. A notice informing the owner of the location of the vehicle, the procedure for reclaiming the vehicle and the availability of a review before the city attorney shall be mailed to the last known address within 72 hours after removal.
Part 40. Section 101-25-7-a of the code is amended to read:
7. ADDITIONAL CHARGES.
a. There shall be an additional charge of [[$25]] >>$50<< for a vehicle that must be moved from the lot.
Part 41. Section 101-27-1-b-2 of the code is amended to read:
101-27. All Night Parking.
1. RESTRICTIONS.

b-2. The hours of [[11 p.m.]] >>10 p.m.<< and 6 a.m. the following day when the department of public works announces snow-plowing operations or other public works operations are underway, except as otherwise restricted or permitted in this section.
Part 42. Section 101-34-2 of the code is repealed and recreated to read.
101-34. Stipulation or Contestation Procedure; Nonmoving Traffic Violations.
2. FORFEITURE SCHEDULE. The forfeiture upon stipulation under this section shall be in accordance with the following schedule:
a. Citations issued for violation of ss. 101-25-1-b, 101-27-1-b-1, 101-27-7-d and101-33-3: $25.
b. Citations issued for violation of ss. 101-27-3-a, 101-27.8-5, 101-30 and 101-32-2-f: $30.
c. Citations issued for violation of ss. 101-23-4-a to j, 101-23-4-am, 101-23-6, 101-27-1-b-2,101-32-3-b-1 to 8, and 101-32-6; citations issued for parking in prohibited zones, whether required to be posted or not, excluding violation of s. 101-27: $35.
d. Citations issued for violation of ss. 101-3, 101-23-2, 101-23-3, 101-23-5, 101-23-7-a to e, 101-23.5, 101-24.7-2-a, 101-27.7-11 and 101-29: $40.
e. Citations issued for violation of ss. 101-25-7, 101-26.7-2, 101-27-1-a-1 and 101-27-1-a-2: $50.
f. Citations issued for violation of s., 101-14-1,101-22.5, 101-23-8-a-3, 101-23-9 and 101-27-4: $55.
g. Citations issued for violation of ss. 101-23-10, 101-26 and 101-27 during a snow emergency declared under s. 101-26: $50 for the first violation, $100 for the second violation, $150 for the third and each subsequent violation.
h. Citations issued for violation of ss. 101-24.5 and 101-25-4: $60.
i. Citations issued for violation of ss. 101-18, 101-23.2, 101-23-11-a, 101-24, 101-24.1 and 101-24.2: $75.
j. Citations issued for violation of s. 101-24.7-2-b: $100.
k. Citations issued for violation of s. 346.505, Wis. Stats., adopted by s. 101-1-2: $300.
L. Citations issued for violation of ss. 101-23, 101-23.5, 101-24, 101-24.1 and 101-24.2 occurring between the hours of 8:00 p.m. and 5:00 a.m. and occurring upon a street designated as a cruising area under s. 101-20.5 including the land within the street lines whether or not improved: the forfeiture upon stipulation for violations of these provisions shall be increased by $11.
m. Citations issued for violation of s. 101-23-9.5 and 9.6: $60 for the first violation, $100 for the second violation, $200 for the third violation, and $450 for the fourth and each subsequent violation.
Part 43. Section 101-34-7 of the code is repealed and recreated to read:
7. PENALTY. Any person found in violation of the provisions of this chapter shall upon conviction be subject to a forfeiture in accordance with the following ranges plus all taxable fees and costs for each such violation:
a. Violations of ss. 101-25-1-b, 101-27-1-b-1, 101-27-7-d and 101-33-3: $25 to $55.
b. Violations of ss. 101-27-3-a, 101-27.8-5, 101-30 and 101-32-2-f: $30 to $60.
c. Violations of ss. 101-23-4-a to j, 101-23-4-am, 101-23-6, 101-27-1-b-2,101-32-3-b-1 to 8 and 101-32-6; citations issued for parking in prohibited zones, whether required to be posted or not, excluding violation of s. 101-27: $35 to $65.

a. License Fee, Manager. Applications for licenses or renewals shall be filed with the city clerk and shall state the total number of authorized available spaces. The licensee shall file a plat of the manufactured home community with the city clerk.

40.5. PLAN EXAMINATION, CODE CONSULTATION. a. The fee for code consultation regarding the Uniform Dwelling Code shall be [[$95]] >>$125<< per hour or fraction thereof.
b. The fee for code consultation regarding the Wisconsin Enrolled Commercial Building Code or the Wisconsin Plumbing Code shall be [[$185]] >>$220<< per hour or fraction thereof.

42. PLAN EXAMINATION, STRUC- TURAL PLANS. The fee for the examination of component submittals, structural plans for precast concrete, laminated wood, beams and other structural elements when submitted separately from the general building plans shall be [[$250]] >>$350<< per plan.
42.5. PLUMBER OR PLUMBING BUSINESS REGISTRATION. The fee for registration of a master plumber or plumbing business pursuant to s. 225-2 shall be [[$75]] >>$100<<. This fee shall be paid at the time the applicant files the required performance and indemnity bonds.
