Title

Resolution authorizing and directing the Department of Administration - Business Operations Division to issue a Request for Proposals for an exclusive contract to provide beverage vending machines to the City.

Analysis

This resolution authorizes and directs the Business Operations Division of the Department of Administration to issue a Request for Proposals for an exclusive beverage vending rights agreement between the City and a beverage vending contractor.

Body

Whereas, The Common Council finds that the City of Milwaukee has an ongoing need to develop new and innovative sources of revenue; and

 

Whereas, One potential new source of revenue is the creation of partnerships between the City and private corporations granting the corporations exclusive rights to provide vending machines or other goods or services on City premises in exchange for cash payments to the City; and

 

Whereas, On February 22, 2005, the Common Council adopted File Number 041439, a resolution authorizing and directing the Business Operations Division of the Department of Administration to research and evaluate the potential for the City to enter into contracts with one or more private corporations granting such corporations exclusive rights to provide vending machines or other goods or services to the City in exchange for cash payments and other benefits to the City; and

 

Whereas, The Business Operations Division subsequently established an interdepartmental workgroup to carry out the directives of File 041439, such group consisting of representatives from the Common Council, the Department of Administration, the Department of City Development, the Municipal Court, the Police Department and the Department of Public Works; and

 

Whereas, On August 19, 2005, the “Exclusivity Contract Workgroup” submitted a report of its findings and recommendations to the Common Council; and

 

Whereas, This report recommends that the Common Council authorize the Department of Administration to proceed with issuing a Request for Proposals for an exclusive vending contract; and

 

Whereas, The Workgroup recommended that the Request for Proposals relate to a contract for beverage vending only; and

 

Whereas, The Workgroup has already developed a draft Request for Proposals for an exclusive beverage vending rights contract, a copy of which was attached to the Workgroup’s report to the Common Council; and

 

Whereas, By issuing a Request for Proposals, the City will gain a more accurate understanding of the potential revenues from an exclusive beverage vending rights agreement; and

 

Whereas, Issuance of a Request for Proposals will not obligate the City to enter into an exclusive beverage vending rights agreement, and the Common Council may reject all proposals if it finds that the proposals are not in the best interests of the City; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Business Operations Division of the Department of Administration is authorized and directed to issue a Request for Proposals for an exclusive beverage vending rights agreement between the City and a beverage vending contractor; and, be it

 

Further Resolved, That, upon completing its review of any and all proposals submitted, the Business Operations Division shall forward its recommendation to the Common Council for review and approval.
