Resolution relating to the Milwaukee Fire Department's application for, acceptance and expenditure of a Federal Fiscal Year (FFY) 2003 Homeland Security Preparedness Equipment Grant Program as administered by Milwaukee County Emergency Management. (Fire Department)

 

Analysis

This resolution authorizes the Milwaukee Fire Department to apply for, accept and expend grant funds of $52,795 from the FFY 2003 Homeland Security Preparedness Equipment Grant Program as administered by Milwaukee County Emergency Management.  The funds would be used to purchase emergency equipment such as a video surveillance system, Hazmat equipment and chemical, biological, radiological and nuclear equipment (CBRNE) for search and rescue.

 

Body

Whereas, The State of Wisconsin received funds from the Federal Fiscal Year 2003 Homeland Security Preparedness Equipment Grant Program and Milwaukee County Emergency Management locally administers the grant; and

 

Whereas, The Milwaukee Fire Department (MFD) is eligible to receive $52,725 for equipment under this grant to enhance the city's first responder capabilities to respond to incidents of domestic terrorism at the local level; and

 

Whereas, The MFD would use the funds to purchase a video surveillance system, Hazmat equipment and chemical, biological, radiological and nuclear equipment (CBRNE) for search and rescue; and

 

Whereas, The operation of this grant project from date of the award to January 31, 2004 would cost $52,725 to be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application for grant funds from the FFY 2003 Homeland Security Preparedness Equipment Grant Program as administered by Milwaukee County Emergency Management is authorized and MFD shall accept the program's grant of $52,795 for the purchase of equipment and expend such funds for this purpose, no more than the amount actually received, in accordance with established City policies; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.                     Commit funds within the Grant Parent Account of the 2003 Special Revenue Grant and Aid Projects fund the following amounts for the project/program year entitled FFY 2003 Homeland Security Preparedness Equipment Grant Program (Equipment):

Further Resolved, That these funds are budgeted for the Milwaukee Fire Department, which is authorized to:

 

1.                     Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.

  

2.                     Expend from the 2003 grant budget funds for the items of equipment as may be deemed necessary for the effective operation of the program.
