Title
Substitute resolution authorizing the Commissioner of Public Works to execute a funding agreement with the South Shore Park Watch for a pilot downspout disconnection project located along South Delaware Avenue in Bay View.
Analysis
This resolution authorizes the Commissioner of Public Works to fund a portion -$1,000- of the cost of pilot downspout disconnection project being done by the South Shore Park Watch community group for homes located along South Delaware Avenue.
Body
Whereas, South Shore Park Watch, a community group in the Bay View area, has developed a pilot program for the disconnection of downspouts and installation of rain barrels and education and training on rain gardens for a 12-block area along South Delaware Avenue between East Oklahoma Avenue and South St. Clair Street; and
Whereas, Of the $15,000 budget for the pilot project, South Shore Park Watch has received $14,000 in funding from the Milwaukee Metropolitan Sewerage District; and
Whereas, South Shore Park Watch has requested the remaining $1,000 in required funds from the City of Milwaukee; and
Whereas, This pilot project addresses the issue of reducing sewer overflows by diverting storm water away from the combined sewer system, a goal of the City of Milwaukee; and
Whereas, The 2005 budget for the Sewer Maintenance Fund includes funding and borrowing authority for 4 flow reduction projects that includes downspout disconnections, and the South Shore Park Watch pilot project can be included within the scope of these projects; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized to reimburse the South Shore Park Watch community group up to $1,000 for work performed on their pilot downspout disconnection project and that the Comptroller is authorized and directed to transfer the amount from the parent account to the project account for the South Shore Park Watch Project.
