Analysis
Resolution authorizing the Commissioner of Public Works and Comptroller to execute a maintenance agreement with the Wisconsin Department of Transportation for the exchange in ownership and operational responsibility of permanent signing and pavement markings at signalized intersections associated with a previously approved exchange of jurisdiction for twelve traffic signals between the Wisconsin Department of Transportation and the City of Milwaukee on portions of various state trunk and connecting highways in the City of Milwaukee.  The previously approved exchange of traffic signal jurisdiction was requested by the Wisconsin Department of Transportation to improve traffic operations during the reconstruction of the Zoo Interchange and will allow the City of Milwaukee to improve traffic signal coordination for traffic crossing West Appleton Avenue.  This requested maintenance agreement for permanent signing and pavement markings is necessary for successful operation of the traffic signals.
Body
Whereas, Section 86.32(1), Wisconsin Statutes enables the State to designate certain marked routes of the state highway system over the streets or highways in any municipality for which the municipality will be responsible for maintenance and traffic control; and
 
Whereas, The Wisconsin Department of Transportation has requested the transfer of jurisdiction for six traffic signals and the associated signage and pavement markings from the City of Milwaukee near the Zoo Interchange to streamline operations during mitigation of traffic during  reconstruction of the Zoo Interchange; and
 
Whereas, The six traffic signals and the associated signage and pavement markings that have been requested for transfer to the Wisconsin Department of Transportation jurisdiction are West Bluemound Road (USH 18) at North 95th Street, North 92nd Street, and North Glenview Avenue, and North 84th Street (STH 181) at West Dana Court, West O'Connor Street, and West Kearney Street; and
 
Whereas, The City of Milwaukee has requested the transfer of jurisdiction of six traffic signals and the associated signage and pavement markings from the Wisconsin Department of Transportation to the City of Milwaukee on West Appleton Avenue to improve signal coordination in the area with other traffic signals under the jurisdiction of the City of Milwaukee; and
 
Whereas, The six traffic signals and the associated signage and pavement markings that have been requested for transfer to the City of Milwaukee are West Appleton Avenue (USH 41) at West Congress Street, West Hampton Avenue, West Grantosa Drive, North 91st Street, West Carmen Avenue, and West Florist Street/North 107th Street; and
 
Whereas; The jurisdiction of the six City of Milwaukee traffic signals and the associated signage and pavement markings would be transferred to the Wisconsin Department of Transportation during staged paving and construction projects currently scheduled for 2013 and 2014; and
 
Whereas, The jurisdiction of the six Wisconsin Department of Transportation traffic signals and the associated signage and pavement markings would be transferred to the City of Milwaukee following paving improvements to West Appleton Avenue currently scheduled for 2014; and
Whereas, Section 86.32(1), Wisconsin Statutes requires written approval from the Wisconsin Department of Transportation for traffic control devices maintained on the connecting and state trunk highway systems; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works and Comptroller are authorized to enter into a maintenance agreement with the Wisconsin Department of Transportation for the installation and maintenance of permanent signing and pavement marking associated with a previously approved exchange of jurisdiction for twelve traffic signals between the Wisconsin Department of Transportation and the City of Milwaukee on various state trunk and connecting highways in the City of Milwaukee.
