Title
Resolution authorizing the City Engineer to apply for Urban Nonpoint Source and Stormwater construction grant from the State of Wisconsin, Department of Natural Resources.
Analysis
This resolution authorizes the City Engineer to apply for an Urban Nonpoint Source and Stormwater (UNPS &SW) construction grant from the Department of Natural Resources (DNR) in the amount of $100,000 in grantor share, with a City of Milwaukee (City) share of $199,000 for a total construction cost of $299,000. The grant allows the City to construct bioswales on South 27th Street between a point north of West Oklahoma Avenue and West Howard Avenue. This resolution also authorizes the City Engineer to enter into the UNPS &SW construction grant agreement between the City and the DNR and to make periodic grant reimbursement requests.
Body
Whereas, Stormwater pollution control is an important component of the City's storm water management regulation and the City's stormwater discharge permit with the DNR; and
Whereas, Roadways have been recognized as the primary source of environmental pollution by discharging polluted runoff directly into the local streams and water bodies, threatening public health and natural habitat and species; and
Whereas, The City, as part of a street reconstruction project of South 27th Street (STH 241) between a point north of West Oklahoma Avenue and West Howard Avenue, is proposing to construct bioswales in the median areas of the street; and
Whereas, Bioswales, which are landscaped areas with special soil, are an established and cost effective means of removing sediment from public streets by infiltrating and treating stormwater runoff before it enters the City's storm sewer system; and
Whereas, Said portion of the reconstruction project is located within the municipal separate storm sewer system (MS4) portion of the City; and
Whereas, This project will demonstrate how highly urbanized areas can be designed to provide direct environmental benefits and be aesthetically integrated into the urban streetscape; and
Whereas, The total construction cost of the project is approximately $299,000 and DNR would provide a maximum cost share of 50% of eligible costs, with a total grantor share not exceeding $100,000; and
Whereas, The operation of this grant begins on January 1, 2014 and ends on December 31, 2015; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the City Engineer is authorized to apply for an Urban Nonpoint Source and Stormwater construction grant from the DNR; and, be it
Further Resolved, That the City Engineer is authorized to sign and submit a grant agreement between the City and the DNR; and, be it
Further Resolved, That the City Engineer is authorized to make periodic grant reimbursement requests and submit quarterly and final report forms to the DNR.
