Resolution authorizing the Commissioner of Public Works to execute document titled “Revised State/Municipal Agreement for a Highway Improvement Project” with the Wisconsin Department of Transportation for rehabilitation of the North Teutonia Avenue Bridge over West Silver Spring Drive with 80 percent Federal and State Aid under the Local Bridge Replacement Program.
Analysis
This resolution authorizes the Commissioner of Public Works to execute a revised project agreement with the Wisconsin Department of Transportation for rehabilitation of the North Teutonia Avenue Bridge over West Silver Spring Drive with 80 percent Federal and/or State Aid under the Local Bridge Replacement Program. The revised agreement includes revised costs for this project. This resolution also directs the City Comptroller to transfer funds and establish project/grant chartfield values for the increased preliminary costs for this project. The total revised estimated construction cost for the project is $675,000, of which the City of Milwaukee’s share is $135,000. The total revised estimated preliminary engineering cost is $164,000 of which the City's share is $32,800.

Whereas, Project agreements were executed by the Wisconsin Department of Transportation (WISDOT) and the City of Milwaukee for construction work for the rehabilitation of the North Teutonia Avenue Bridge over West Silver Spring Drive in accordance with Common Council Resolution File Number 991756 adopted on March 31, 2000 and Resolution File Number 040864 adopted on November 3, 2004; and
Whereas, Preliminary engineering activities have begun and a consultant has been engaged to work on the project; and
Whereas, The City requested and the consultant prepared a revised cost estimate for the project; and
Whereas, The consultant's revised estimated cost for construction is estimated at $675,000 and the original estimate for construction was $400,000; and
Whereas, The consultant’s revised estimated cost for preliminary engineering is estimated at $164,000 and the original estimate for preliminary engineering was $44,000; and
Whereas, The Wisconsin Department of Transportation in this revised agreement has increased the federal funding for construction; and
Whereas, The total estimated cost for the project is $839,000, of which the City of Milwaukee’s share is $167,800; and
Whereas, A revised project agreement increasing the federal funding for construction for this project has been received from the Wisconsin Department of Transportation to be executed by the Commissioner of Public Works; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, This project is scheduled for construction in 2008; and
Whereas, Funds for the construction phase of the project will be included in future resolutions; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the before mentioned revised project agreement with 80 percent Federal and State Aid under the Local Bridge Replacement Program, copies of which are attached to the Common Council Resolution File 060918 and are incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the City Comptroller is hereby directed to create within the Capital Improvement Fund, Grand and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project and transfer the amount required under the agreement, and City Accounting Policy but not to exceed a 10 percent increase of the total amount reserved for the local share of $5,000, whichever is greater, as follows:
