Title

Substitute resolution relating to the application and acceptance of an outdoor recreation grant for the B-Line Park on the Beerline Trail, from the State of Wisconsin Department of Natural Resources Knowles-Nelson Stewardship Local Assistance Program.

Analysis

This resolution authorizes the Department of City Development to apply for and accept a State of Wisconsin outdoor recreation grant to make improvements to the B-Line Park on the Beerline Trail, located 3521R North Richards Street, where the Beerline Trail and Vienna Avenue intersect, between North Richards Street/East Keefe Avenue and Capitol Drive in the 6th Aldermanic District.

Body

Whereas, The City of Milwaukee (“City”) is eligible to apply for outdoor recreation grant funds from the State of Wisconsin Department of Natural Resources (“DNR”) for improvements to create the B-Line Park on the Beerline Trail; and

 

Whereas, City involvement in this grant would support Riverworks Development Corporation (“RDC”) in meeting the project as outlined in the City of Milwaukee’s Comprehensive Outdoor Recreation Plan (2022), ensuring that the recreational facility and programs are designed to meet the needs of all residents regardless of age, gender or ability, provide residents with an opportunity to engage in recreational activities, and provide residents with safe and reliable recreational amenities; and

 

Whereas, The project budget is $473,098, of which $236,549 (50 percent) is provided by DNR and $236,549 (50 percent) is matching funds provided by RDC; and

 

Whereas, RDC has identified a local funding match for the project and plans to expend funds that are eligible and appropriate as the local match; and

 

Whereas, The operation of this grant project from 10/1/2025 to 6/30/2028 would cost $236,549 entirely provided by the grantor; and

 

Whereas, By reimbursing these grant funds to RDC, the City will help improve the B-Line Park; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized to:

 

1. Commit funds within the Project/Grant Parent of the 2025 Special Revenue Grant and Aid Project fund, the following amount for the project titled B-Line Park:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted for the Department of City Development, which is authorized to:

 

1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2. Enter into an agreement with Riverworks Development Corporation that establishes the terms of the grant administration for reimbursement of the grant and outlines the requirements for available funds, invoicing, reimbursement process, and timely cost and progress reports consistent with the grant agreement;

 

3. Comply with state or federal rules for the programs; may perform force account work; will maintain the completed project in an attractive, inviting, and safe manner; will keep the facilities open to the general public during reasonable hours consistent with the type of facility; and will obtain from the State of Wisconsin Department of Natural Resources or the National Park Service approval in writing before any change is made in the use of the project site.
