Title
A substitute ordinance to further amend the 2019 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Administration - Budget and Management Division, Department of Administration - Information and Technology Management Division, Assessor’s Office, Common Council - City Clerk, Department of City Development, Fire Department, Health Department, Department of Public Works - Water Works
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows:
Under “Department of Administration-Information and Technology Management Division”, replace footnote “(D)” and add footnote “(E)” to read as follows:
“(D) One position 100% reimbursed by Transportation Fund.”
“(E) Four positions designated as bilingual.”
Under “Unified Call Center”, delete all positions under the section and add the following positions to read as follows:
UCC Operations Manager 1
Call Center Supervisor 2
UCC Customer Service Representative IV (D) 2
UCC Customer Services Representative III (E) 11
Under “Department of City Development, Housing and Neighborhood Development”, delete one position of “Community Outreach Liaison (Y)” and add one position of “Community Outreach Project Liaison (Y)”.
Under “Fire Department, Operations Bureau Decision Unit, Firefighting Division and Special Operations Division”, add one position of “Deputy Chief, Fire”.
Under “Department of Public Works-Water Works”, add footnotes “(A)” and “(B)” to read as follows:
“(A) Two positions designated as bilingual.”
“(B) One position designated as bilingual.”
Under “Business Organization, Commercial Services”, add footnote designation “(A)” to all twelve positions of “Customer Service Representative III”.
Under “Meter Services”, add footnote “(B)” to all four positions of “Customer Services Representative III”.
Under “Plants-North Organization, Electrical and Instrumentation”, delete one position of “Electrical Services Supervisor II (X)” and add one position of “Electrical Services Manager (X)”.
Part 2. Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):
Under “Health Department”, add footnote “(M)” to read as follows:
“(M) One position designated as Bilingual.”
Under “Bioterrorism-CDC Public Health Preparedness Grant (A)”, delete one position of “Emergency Preparedness Coordinator - Workforce Development (X)(A)(P)” and add one position of “Public Health Emergency Response Planning Coordinator (X) (Y) (A) (P)”.
Under “Community Healthcare Access Program”, delete six positions of “Health Access Assistant II (X) (HHH)” and add six positions of “Health Access Assistant(X) (HHH)”.
Under “Compliance & Finance Division”, delete one position of “Compliance Analyst (X)(Y)”, delete one position of “Public Health Planner (X) (I)”, add one position of “Health Strategy Director (X) (Y)”, and add one position of Public Health Strategist “(X) (Y)”.
Under “Communications & Public Relations”, delete one position of “Office Assistant III” and add one position of “Administrative Assistant III”.
Under “Disease Control and Environmental Health Services Division”, delete one position of “Substance Abuse Prevention and Control Program Manager (X) (Y)” and add one position of “Public Health Strategist (X) (Y)”.
Under “Milwaukee Breast Cancer Awareness Program”, delete all positions under the section and add the following positions to read as follows:

Under “Assessor’s Office, Real Property”, delete all positions under the section and add the following positions to read as follows:
“Assessment Operations Director (Y) 1
Assessment Appeals Director 1
Assessment Division Manager (X) (Y) 3
Senior Property Appraiser (A) 26”
Part 4. Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2019 - August 25, 2019):
Under “Department of Administration - Budget and Management Division”, delete one position of “Fiscal Planning Specialist-Sr.” and add one position of “Capital and Debt Specialist”.
Under “Common Council - City Clerk, Central Administration Division”, delete one position of “Community Outreach Liaison (X)” and add one position of “Events and Outreach Coordinator (X)”.
Part 5. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 6. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2019 (June 30, 2019).
Part 7. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 16, 2019 (July 28, 2019).
Part 8. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2019 (August 25, 2019).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 9. This ordinance will take effect and be in force from and after its passage and publication.
