Substitute resolution relative to application, acceptance and funding of the Urban Air Toxics Grant. (Health Department)
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Urban Air Toxics Grant Project from the United States Environmental Protection Agency in the amount of $40,000, The purpose of the project is to facilitate a coalition of government, industry and community partners in developing and promoting strategies that focus primarily on voluntary reduction of air toxics within the urban environment.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the United States Environmental Protection Agency to facilitate a coalition of government, industry and community partners in developing and promoting strategies that focus primarily on voluntary reduction of air toxics within the urban environment; and
Whereas, The operation of this grant project from 10/01/02 to 09/30/03 would cost $40,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the United States Environmental Protection Agency is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2002 Revenue-Grant and Aid Projects, the following amounts for the project titled Urban Air Toxics Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Level Values; budget to these Project/Grant values the amounts required under the grant agreement; and be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2002 grant budget funds for training and out-of-town travel by departmental staff;
3. Expend from the 2002 grant budget funds for specific items of equipment; and, be it
Further Resolved, That the Common Council directs that the 2002 Positions Ordinance C.C. File Number 010468, should be amended as follows:

(XX) To expire 06/30/03 unless the Urban Air Toxics Grant is extended. The West Nile Virus Surveillance Grant also funds a portion of the Environmental Hygenist position.
(VV) To expire 09/30/03 unless the West Nile Virus Surveillance is extended. .5 FTE of the Environmental Hygenist position funded by the Urban Air Toxics Grant.
