Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation for installation of traffic control improvements in conjunction with the Federal Aid paving of West Hampton Avenue from North Teutonia Avenue to North Green Bay Avenue in the 1st Aldermanic District at a total estimated cost of $182,572.18, with an estimated grantor share of $146,057.74, and an estimated City share of $36,514.44, and to install these improvements upon execution of the agreement.  This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.  The total estimated cost of the entire project is $3,999,020.18, with a grantor share of $3,104,405.74, and a City share of $894,614.44.

Whereas, The Project Agreement for the paving of West Hampton Avenue from North Teutonia Avenue to North Green Bay Avenue was approved by the Common Council under File Numbers 100021 and 111697; and
 
Whereas, The Surface Transportation Program provides cost participation for traffic control improvements in conjunction with the paving of highways located on the Federal State Aid Highway System; and
 
Whereas, The total estimated cost of this project is $164,572.18 for the alteration and upgrade of traffic control signals and the upgrade of traffic control signs; and
 
Whereas, The total estimated cost for state review for the project is $18,000; and
 
Whereas, Twenty percent of the participating costs, or $36,514.44, is not reimbursable and is included in the Division's 2014 Capital Purpose Project Grant Number ST320140000; and
 
Whereas, Eighty percent of the participating project construction cost, or $131,657.74, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2014 Capital Grant and Aids Projects Fund Project Grant Number SP032140100; and
 
Whereas, Eighty percent of the state review costs, or $14,400.00, is non-reimbursable from the Wisconsin Department of Transportation; and
 
Whereas,  The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and    
 
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreement and are directed to execute the contract with the Wisconsin Department of Transportation for the installation of traffic control facilities in conjunction with the improvements to West Hampton Avenue from North Teutonia Avenue to North Green Bay Avenue, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
 
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install and modify traffic control facilities in conjunction with the improvements to West Hampton Avenue from North Teutonia Avenue to North Green Bay Avenue; and, be it
 
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
