Title
Substitute Resolution authorizing and directing the Commissioner of Public Works to negotiate and execute a contract with the Wisconsin Department of Transportation for the installation of landscaping by City forces in conjunction with the improvement of North Industrial Road from West Green Tree Road to West Mill Road.
Analysis
This Substitute Resolution authorizes and directs the Commissioner of Public Works to execute a contract with the Wisconsin Department of Transportation (WISDOT) for City forces to install landscaping along the North Industrial Road right of way from West Green Tree Road to West Mill Road in conjunction with the North Industrial Road improvement. The landscaping work is eligible for 80% Federal/State aid. The estimated cost of the work is $47,000, of which the City's share will be $9,400.
Body
Whereas, The City recently completed the improvement of North Industrial Road between West Green Tree Road and West Mill Road with 80% Federal/State aid; and
Whereas, It is desirous to add additional landscaping within the North Industrial Road right of way to provide screening for adjacent properties; and
Whereas, The installation of the additional landscaping in conjunction with the street improvement project is eligible for 80% Federal/State cost participation; and
Whereas, The total estimated cost of providing and installing the additional landscaping is $47,000; and
Whereas, It is the intent that City forces provide and install the landscaping and, therefore, a contract between the City and WISDOT must be executed; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized and directed to execute a contract with the WISDOT for the installation of additional landscaping with Federal and/or State aid along North Industrial Road between West Green Tree Road and West Mill Road, a draft copy of which is attached to Common Council Resolution File No. 020555, and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That upon execution of the contract, the Commissioner of Public Works is hereby authorized and directed to install the landscaping along North Industrial Road; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for construction of the project (Expenditure) and transfer to any of these accounts the amounts required under the grant agreements and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share of $5,000, whichever is greater, as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to the WISDOT upon receipt of invoices for the local share costs of the project; and, be it
