Title
Resolution authorizing and directing the Commissioner of Public Works to execute a Revised Project Agreement titled "State/Municipal Agreement for a Highway Improvement Project" with the Wisconsin Department of Transportation to include updated design and construction costs for the West Kilbourn Avenue Bascule Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program. Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a revised project agreement with the Wisconsin Department of Transportation (WISDOT) to include updated design and construction costs for the West Kilbourn Avenue Bascule Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program. This resolution also directs the City Comptroller to transfer funds and establish project/grant chartfield values for the increased preliminary engineering costs for this project. The total revised estimated construction cost for the project is $6,643,000, of which the City's share is $1,328,600. The revised estimated design cost is $1,500,000, of which the City's share is $300,000.

Whereas, Common Council Resolution File Number 972004, adopted on May 5, 1998, authorized and directed the Commissioner of Public Works to execute a Project Agreement with WISDOT for the programming and rehabilitation for the Kilbourn Avenue Bascule Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program; and
Whereas, Preliminary engineering activities have begun and the design and construction costs for the bridge rehabilitation have increased from the original agreement; and
Whereas, The revised project agreement with the updated design and construction costs has been received from the WISDOT to be executed by the City of Milwaukee for the programming and construction for the West Kilbourn Avenue Bascule Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute the revised project agreement for the programming and construction for the West Kilbourn Avenue Bascule Bridge over the Milwaukee River with 80% Federal and State aid under the Local Bridge Replacement Program, copies of which are attached to Common Council Resolution File Number 040863, and are incorporated by reference as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to undertake, or to engage a consultant to undertake, preliminary engineering for the West Kilbourn Avenue Bascule Bridge over the Milwaukee River and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amount for the grantor's share and local share or $5,000, whichever is greater, as follows:
