Resolution relative to acceptance and funding of an Alcohol Enforcement 2017-18 grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund an Alcohol Enforcement grant from the U.S. Department of Transportation through the Wisconsin Department of Transportation; in the amount of $110,000. The purpose of this grant is to detect and apprehend motor vehicle operators under the influence of an intoxicant or controlled substance.

Whereas, Under the terms of CFDA #20.616 the City of Milwaukee appears to be eligible for an Alcohol Enforcement grant from the U.S. Department of Transportation through the Wisconsin Department of Transportation, and
Whereas, The operation of this grant from 10/01/17 to 09/30/18 would cost $110,000, of which 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2017 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Alcohol Enforcement Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and
Enter into agreements as detailed in the grant budget.
