Analysis
Resolution relative to the cost participation and installation of a new traffic control signal at the intersection of West Lapham Boulevard and South 13th Street under a Highway Safety Improvement Program project in the 12th Aldermanic District at a total estimated cost of $64,758.65, with an estimated grantor share of $58,282.78, and an estimated City share of $6,475.87, and to install these improvements upon execution of the agreement.  This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.  The total cost of the project is $90,000, with a grantor share of $81,000, and a City share of $9,000.
Body
Whereas, A Project Agreement for the installation of new traffic control signal at the intersection of West Lapham Boulevard and South 13th Street under the 2012 Highway Safety Improvement Program (HSIP) was approved by the Common Council under File Number 100829; and
 
Whereas, The traffic volumes at the intersection of West Lapham Boulevard and South 13th Street meet Federal warrants for the installation of a traffic control signal at the intersection based on criteria set forth in the Manual on Uniform Traffic Control Devices (MUTCD); and
 
Whereas, The installation of a warranted traffic control signal under the HSIP is intended to reduce the number of vehicle and pedestrian crashes at the intersection by providing a more orderly exchange of right-of-way over the existing two-way stop control; and
 
Whereas, The total estimated cost of the project is $64,758.65 for the installation of a new traffic control signal; and
 
Whereas, $6,475.87 is not reimbursable and is included in the Division's 2012 Capital Purpose Project/Grant Number ST320120000; and
 
Whereas, $58,282.78 is reimbursable from the Wisconsin Department of Transportation (WISDOT), and should be earmarked for this project in the 2012 Capital Grant and Aids Projects Fund Project/Grant Number SP032120100; and
 
Whereas,  The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and    
 
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute a Local Force Agreement with WISDOT for the installation of a new traffic control signal at the intersection of West Lapham Boulevard and South 13th Street under a Highway Safety Improvement Program project with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, copies of which are attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
 
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install a traffic control signal at the intersection of West Lapham Boulevard and South 13th Street; and, be it
 
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant, and Aid Projects, the necessary Project/Grant Chartfield Values for the project (expenditure) and transfer to any of these accounts the amount required under this grant agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts approved for Grantor Share and City Share or $5,000, whichever is greater, but limited to $150,000 as follows:
