Title
Resolution relating to acceptance and funding of a Wisconsin Department of Transportation Congestion Mitigation and Air Quality-City of Milwaukee Route Optimization grant.
Analysis
This resolution authorizes the Milwaukee Department of Public Works Sanitation Services to accept and fund a Congestion Mitigation and Air Quality (CMAQ) grant from the Wisconsin Department of Transportation in the amount of $135,000 with a grantor share of $108,000 and a City share of $27,000. The purpose of this grant is for the City of Milwaukee to purchase software or services that will optimize solid waste and recycling collection routes to mitigate the air pollutants produced by heavy vehicle operation.
Body
Outcomes over the term of the grant include the mitigation of various air pollutants produced by Sanitation services packer fleet while in operation.
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Transportation; and
Whereas, these efforts further the common councils’ codified implementation of Milwaukee Climate and Equity Plan; and
Whereas, the operation of this grant from 06/01/2024 to 06/30/2032 would cost $135,000 of which $108,000 (80%) would be provided by the grantor and $27,000 (20%) would be provided by the city; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Department of Public Works Sanitation Services shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2024 Special Revenue-Grant and Aid Projects the following amount for the project titled: Wisconsin Department of Transportation Congestion Mitigation and Air Quality (CMAQ) Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, that these funds are budgeted for the (Department of Public Works-Operations-Sanitation Services) which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Enter into subcontracts as detailed in the grant budget.
