Title

Analysis
This resolution authorizes and directs the City Treasurer to commence expedited in rem tax lien foreclosure proceedings against the property located at 5400 West North Avenue.  This property is vacant and 3 years tax-delinquent.
Body
Whereas, The property located at 5400 West North Avenue is vacant, poorly maintained and a blight on the surrounding neighborhood; and
 
Whereas, This property is 3 years tax delinquent; and
 
Whereas, This property is recorded with the Wisconsin Department of Natural Resources as having been a LUST (leaking underground storage tank(s)) site attributable to prior use as a motor vehicle filling and service station; and
 
Whereas, The Department of Natural Resources granted conditional site closure in September, 2002, with certain soil and groundwater restrictions; and
 
Whereas, Department of City Development staff has determined that this property's environmental issues are not so serious that further investigation and/or remediation would inhibit redevelopment or be cost-prohibitive, and has therefore recommended that the City Treasurer remove the property from the tax foreclosure deferral listing; and
 
Whereas, If the City of Milwaukee acquires this property through the in rem tax lien foreclosure provisions of s. 75.521, Wis. Stats., the City will be able to market and convey the property to a new owner/developer, thereby increasing the likelihood that the property will be redeveloped and once again generate property tax revenues; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City Treasurer is authorized and directed to commence expedited tax lien foreclosure proceedings against the property located at 5400 West North Avenue.
