Substitute resolution relative to application, acceptance and funding of the Lead Urban Initiatives Grant.
 
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Lead Urban Initiatives Grant project from the U.S. Department of Housing and Urban Development in the amount of $4,254,616.  The purpose of the project is to assist municipalities with the greatest lead abatement needs to produce lead-safe housing units.  
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Housing and Urban Development to assist municipalities with the greatest lead abatement needs to produce lead-safe housing units; and
 
Whereas, The operation of this grant project from 10/01/03 to 09/30/05 would cost $4,254,616 of which, $4,000,000 (94%) would be provided by the grantor and $254,616(6%) would be provided by the City; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Housing and Urban Development is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2003 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Lead Urban Initiatives:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.  Expend from the 2003 grant budget funds for training and out-of-town travel by departmental staff;
 
3.  Expend from the 2003 grant budget funds for specific items of equipment;
 
4.  Enter into subcontracts and leases as detailed in the grant budget; and, be it
 
Further Resolved, That the Common Council directs that the 2003 Positions Ordinance C.C. File Number 020487, should be amended as follows:
