Analysis
This ordinance establishes that the commissioner of public works shall obtain 3 quotes for the purchase of all work, materials, supplies, and equipment and services when the cost is greater than $25,000 but less than $50,000.  The charter ordinance also requires that these quotes be retained for a period of 7 years.  In addition, the charter ordinance also establishes that any contracts that are let that are greater than $25,000 but less than $50,000 but that are not fulfilled by the company providing the lowest quote must be reported to the committee on finance and personnel on a semi-annual basis in January and July.
 
Current charter provisions require the commissioner of public works to let by contract to the lowest bidder any purchase exceeding $25,000.  This charter ordinance increases the value of purchases which are subject to this requirement from $25,000 to $50,000.  This charter ordinance also removes the exception to bidding requirements for street-cleaning services.   
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 7-22-2 of the city charter is renumbered 7-22-3 and amended to read:
 
3.  BIDDING REQUIREMENTS WHEN IN EXCESS OF [[$25,000]] >>$50,000<<.  All work and the purchase of all materials, supplies, and equipment and services pursuant to sub. 1 chargeable to any city fund, when the cost exceeds [[$25,000, except street cleaning]] >>$50,000<<, shall be let by contract to the lowest bidder in the manner provided by s. 7-14-2. No indebtedness shall be incurred in excess of [[$25,000]] >>$50,000<< without a formal contract, let to the lowest bidder.  All work done or materials, supplies, equipment and services purchased, exceeding in cost [[$25,000]] >>$50,000<<, shall be done and purchased, when practicable, by the commissioner, by contract, which shall be let after due notice, inviting proposals, in the manner provided for the letting of contracts for the doing of public work.  All accounts for such work, or for the furnishing of such materials, supplies, equipment and services shall, before being paid, be audited by the comptroller, and all [[such]] accounts for work done or materials, supplies, and equipment and services furnished, under the supervision of the commissioner of public works, shall be certified by the commissioner before being audited.
 
Part 2.  Section 7-22-2 of the city charter is created to read:
 
7-22. Services.
2. BIDDING REQUIREMENTS WHEN IN EXCESS OF $25,000 AND LESS THAN $50,000.  a.  All work and the purchase of all materials, supplies, and equipment and services pursuant to sub. 1 chargeable to any city fund, when the cost exceeds $25,000 and is less than $50,000, shall be let by contract after the commissioner of public works shall obtain 3 quotes.
b.  All quotes obtained under par. a shall be retained by the commissioner of public works for a period of 7 years.
c.  All contracts let under this section that are not fulfilled by the company providing the lowest quote shall be reported to the committee on finance and personnel semi-annually in January and July.
 
Part 3.  Section 7-22-3 and 4 is renumbered 7-22-4 and 5.
 
Part 4.  This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition is filed as provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
