Analysis
This resolution authorizes the Port of Milwaukee to apply for, accept and fund a Wisconsin Dept. of Natural Resources Waterways Commission Grant in connection with a Proposed Public Boat Landing Project on Municipal Pier and related work
Body:
Whereas, the City of Milwaukee appears to be eligible for grant funds from the Wisconsin Dept. of Natural Resources Waterways Commission; and
 
Whereas, It is the mission of the Port of Milwaukee to enhance the overall economic environment of the region by stimulating trade, business, and employment; and
 
Whereas, The Port of Milwaukee is cooperating with Pier Wisconsin, Ltd. in the development of a public boat landing on Municipal Pier; and
 
Whereas, This Project and related work has been approved by the City of Milwaukee's, Board of Harbor Commissioners at its meeting of April 24, 2003; and
 
Whereas, Project and related work has been estimated to cost about $576,850, to be funded by 80% by a grant from the Waterways Commission in an amount of about $461,480 and 20% by Pier Wisconsin, Ltd. in an amount of about $115,370; and
 
Whereas, Pier Wisconsin, Ltd. will provide the match money in an amount of about $115,370 to the Port of Milwaukee and agree to maintain the public boat landing throughout the life of the facility; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Port of Milwaukee is authorized to apply for and accept the Waterways Commission grant and the complimentary match money from Pier Wisconsin, Ltd. without further approval unless terms of the grant change and; and, be it
 
Further Resolved, That the Comptroller is authorized and directed to create the appropriate Port Capital Grant Project account, entitled Public Landing Project, within the Port Capital Projects Fund 0481, and transfer funds from the 2003 Special Projects Fund 0306, City Wide Grantor Share, Project SP032030100 for the grantor share funded by the Waterways Commission and the City match to be contributed by Pier Wisconsin Ltd; and, be it
 
Further Resolved, Funds transferred to the project as long as the amount expended, does not exceed the amount authorized by the budget by 10%; and be, it
 
Further Resolved, That the Port of Milwaukee is authorized to expend these funds for the specified purposes as indicated in the grant agreement; and, be it
 
Further Resolved, That the proper City officials and/or the Municipal Port Director are hereby authorized to sign the aforementioned grant without further Common Council approval; and, be it
 
Further Resolved, That the Municipal Port Director is the representative of the Board of Harbor Commissioners authorized to sign agreements, forms, claims and other required documents binding upon said Board in connection with the application for the Wisconsin Department of Natural Resources Waterways Commission; and, be it
 
Further Resolved, That the Port of Milwaukee will execute an agreement with Pier Wisconsin, Ltd. for the operation and maintenance of the Project upon completion of the work funded under a grant; and, be it
 
Further Resolved, That this project is consistent with the harbor development plan for the Port of Milwaukee;
