The President of the Common Council convened a working group on unpaid parking citations and the working group has made a report of its findings and recommendations to the Common Council under File Number 961706. This resolution directs the working group, in cooperation with the chairpersons of Common Council Committees, to incorporate those recommendations into proposed legislation, taking into consideration the impact of budgetary constraints on the cost-effectiveness of recommendations. The resolution directs all City departments to cooperate with the working group and directs the Legislative Reference Bureau to draft the proposed legislation; all such proposed legislation shall be referred to the Steering and Rules Committee.
BODY:
Whereas, Although Milwaukee's collection rate for parking citations compares favorably with the collection rate of other major cities, the 23% to 25% of parking citations that are not paid increase the financial burden on law-abiding drivers and residents in the City; and
 
Whereas, More aggressive collection strategies could increase the City's collection of unpaid parking citations, but such strategies must be carefully tailored to the needs and resources of Milwaukee; and
 
Whereas, The President of the Common Council convened a working group to review the problem of unpaid parking citations in Milwaukee and to recommend improvements to enable the most expeditious handling, prosecution and collection of such citations; and
 
Whereas, The working group included representatives of the City Attorney, the Comptroller, the Department of Public Works, Municipal Court, the Police Department and the City Clerk's Office - Legislative Reference Bureau; and
 
Whereas, The working group has formulated a report of its findings and recommendations submitted to the Common Council under File Number 961706; and
 
Whereas, Although the report recommends possible strategies to improve collections, implementing all recommended strategies may not be necessary and implementation of some strategies may not be cost-effective because of budgetary constraints; and
 
Whereas, The working group shall examine the costs and alternatives to the recommended strategies, with the advice of Common Council Committee chairs and assistance from appropriate city departments and agencies, to determine which specific strategies are fiscally and strategically feasible for enactment into appropriate legislation; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council directs the members of the working group on unpaid parking citations, in cooperation with the chairpersons of Common Council Committees, to examine the recommended strategies contained in the working group's report of findings and recommendations submitted to the Common Council under File Number 961706, and, as appropriate, to incorporate those recommendations into proposed legislation, taking into consideration the impact of budgetary constraints on the cost-effectiveness of proposed strategies; and, be it
 
Further Resolved, That all City departments are directed to cooperate with the working group in developing appropriate proposed legislation and the City Clerk's Office - Legislative Reference Bureau is directed to draft the proposed legislation; and, be it
 
Further Resolved, That all such proposed legislation be referred to the Steering and Rules Committee.
