- Analysis -
This resolution allows Milwaukee County permission to install and use a cable over North 28th Street, between West Wells Street and West Wisconsin Avenue. The cable would stay until April, 2004. The cable is to allow the parking lot cameras to be continuously reviewed/recorded from the building at 2711 West Wells Street. The building is an interim location for Milwaukee County employees presently located in the Courthouse Annex.

BODY:
Whereas, Milwaukee County proposes to undertake some environmental cleanup and remodeling of their facilities presently located in the Courthouse Annex and it will be necessary to relocate the employees in that building during this work; and
Whereas, They propose to relocate those employees to their building located at 2711 West Wells Street; and
Whereas, That building is supported by a parking lot located on the west side of North 28th Street, being directly west of the building; and
Whereas, It has been determined that the present radio/microwave methodology to carry the security camera signals across North 28th Street is not able to provide for continuous viewing/recording of all cameras and the methodology to provide this is a "hard-wire" connection; and
Whereas, Since there are no other overhead lines in this vicinity, an underground connection would be required; and
Whereas, Since their period of occupancy, based upon present estimates, is short-term from August of 2000 to March of 2004, we have determined that it is in the public's interest to allow for an interim overhead connection; and
Whereas, Any occupancy of this type of public right-of-way usage requires that permission be sought and obtained from the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that Milwaukee County through its Department of Public Works is hereby allowed to install and use an aerial cable to provide an interim "hard-wire" connection for its security cameras located as follows:
Crossing the west curbline of North 28th Street, approximately 31.5 feet south of the south curbline of West Wells Street, and the east curbline of North 28th Street, approximately 47 feet south of the south curbline of West Wells Street, and providing a minimum of 22 feet of vertical clearance above the roadway (estimated to be at the west curbline);
and, be it
Further Resolved, That this permission is granted only on condition that Milwaukee County shall:
1. Hold the City of Milwaukee or its agents harmless and accept responsibility for any and all liabilities that may arise through installation, usage and removal of the permission granted herein.
2. Obtain any City of Milwaukee DPW or DCD permits necessary for the interim overhead cable.
3. Install the cable as proposed and herein described.
4. Maintain the cable from creating a hazardous condition, to the satisfaction of the Commissioner of Public Works.
5. Remove the cable at the end of the interim period, presently estimated to occur in March/April of 2004.
6. Notify the City Engineer in writing, when the cable has been removed.
7. Agree to seek further approval, if the interim period is to extend beyond April 15, 2004.
