This substitute resolution authorizes the sale of part of Lloyd Street Playfield for redevelopment and authorizes the Department of Public Works, Buildings and Fleet Division to accept and expend up to $55,000 in private contributions for improvements to the remaining portion of the playfield.
BODY:
Whereas, The City of Milwaukee ("City") owns and operates approximately 7.5 acres of recreational land in the vicinity of North 12th and West Lloyd Streets; and
 
Whereas, SOS Children's Villages of Wisconsin, Inc. - Milwaukee Chapter ("SOS"), a nonprofit organization, has submitted an Offer to Purchase approximately 3.0 acres of said playfield in the amount of $16,000 for development of eleven long-term foster care residential homes and a community building; and
 
Whereas, SOS has held neighborhood informational meetings and received positive feedback from the community with respect to its development proposal; and
 
Whereas, Milwaukee Public Schools ("MPS"), operator of the playfield on behalf of the City, has reviewed the programmed use of the playfield and the needs of Lloyd Street Elementary School and has determined that the proposed sale will not detract from recreational opportunities and has expressed its written support of the proposed development; and
 
Whereas, The Department of Public Works ("DPW") has reviewed the development proposal and the recommendation of MPS and has determined that 3.0 acres of the playfield is surplus to the City's needs provided that funds are made available for essential improvements to the remaining portion of the playfield; and
 
Whereas, SOS has offered to make a contribution in the amount of $55,000 to cover the cost of such improvements; and
 
Whereas, The Department of City Development has reviewed the preliminary plans of SOS and recommends acceptance of the Offer to Purchase with closing contingent upon receipt and satisfactory review of site and building plans; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the westerly 3.0 acres of Lloyd Street Playfield, more particularly described in the legal description and map attached to this Common Council File, is declared surplus to the City's needs; and, be it
 
Further Resolved, That the Offer to Purchase said land submitted by SOS in the amount of $16,000 is accepted; and, be it
 
Further Resolved, That the Commissioner of the Department of City Development is authorized and directed to cause the preparation and execution of documents necessary to close this real estate transaction upon receipt and approval of site and building plans; and, be it
 
Further Resolved, That the DPW, Buildings and Fleet Division is authorized to accept up to $55,000 in private contributions for improvements to the remaining portion of Lloyd Street Playfield and to expend no more than the amount actually received in accordance with established City policies and procedures; and, be it
 
Further Resolved, That upon receipt of such contributions, the City Comptroller is authorized and directed to establish a special account within the DPW, Buildings and Fleet Division's budget for the expenditure of such funds; and, be it
 
Further Resolved, That the $16,000 from the sale proceeds be credited to the Reserve for Tax Deficit Fund Account No. 02-211-2700; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the Special Purpose Account for Donor Specified Municipal Purposes No. 01-027-8001 and the Estimated Revenue Account for Donor Specified Municipal Purposes No. 01-999-9960 to the DPW, Buildings and Fleet Division's Special Account No. 01-545-85XX and the DPW, Buildings and Fleet Division's Estimated Revenue Account No. 01-545-99XX up to the amount of $55,000.
