Title:
Resolution relative to application, acceptance and funding of a 2005 COPS Technology Grant (Police Department).
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a 2005 COPS Technology Grant from the United States Department of Justice, Community Oriented Policing Services in the amount of $493,322, with a grantor share of $493,322 and a city share of $0. The purpose of this grant is to reduce crime and increase officer efficiency by providing funding to purchase mobile field identification units that will allow for the quick field identification of those individuals suspected of engaging in criminal activity.
Body:
Whereas, Pursuant to the Catalog of Federal Domestic Assistance, Program 16.710, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Community Oriented Policing Services for a 2005 COPS Technology Grant; and

Whereas, The operation of this grant from 9/01/05 to 12/07/07 would cost $493,322, to be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amount for the program titled: 2005 COPS Technology Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

3. Establish the necessary City Share Project Values; and, be it

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant
budget and incur costs consistent with the award date;

Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent.
