The 1999 Adopted City Budget includes $54,000 in the Department of Neighborhood Services' Graffiti Abatement Fund Special Purpose Account for purchase of video monitoring equipment for use by the Police Department in graffiti vandalism surveillance. This resolution:
 
1. Specifies that the funds may only be expended after Common Council approval, by resolution, of a plan for the use of the equipment, developed and submitted by the Anti-Graffiti Policy Committee in conjunction with the Police Department.
 
2. Requires the Police Department to submit status reports regarding the use of the equipment and its effectiveness in identifying and apprehending graffiti vandals to the Anti-Graffiti Policy Committee and the Common Council and its Finance and Personnel Committee, on a schedule and in a format to be determined by the Anti-Graffiti Policy Committee.
BODY:
Whereas, Certain locations within the city of Milwaukee are frequent targets of graffiti vandals; and
 
Whereas, Graffiti on these locations lead to the perception of increased crime and encourages more acts of graffiti vandalism; and
 
Whereas, Local residents and business owners have been unable to identify the vandals, resulting in the Police Department being unable to prosecute these individuals; and
 
Whereas, Additional funding of $54,000 was allocated by amendment to the Department of Neighborhood Services' Graffiti Abatement Special Purpose Account in the 1999 City Budget to be utilized for identifying graffiti vandals; and
 
Whereas, The $54,000 will provide for the purchase of one portable video camera, 2 monitoring units and a VCR for use by the Police Department in video surveillance of graffiti vandals; and
 
Whereas, The Police Department will work in conjunction with the Department of Neighborhood Services in the selection of suitable locations for the temporary installation of a video camera for graffiti surveillance purposes; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the $54,000 allocated to the Department of Neighborhood Services' Graffiti Abatement Special Purpose Account in the 1999 Adopted City Budget, for video equipment for graffiti vandalism surveillance by the Police Department, shall be expended only after Common Council approval, by resolution, of a plan for the use of the equipment, to be developed and submitted by the Anti-Graffiti Policy Committee in conjunction with the Police Department; and, be it
 
Further Resolved, That the Police Department shall submit status reports regarding the use of the equipment and its effectiveness in identifying and apprehending graffiti vandals to the Anti-Graffiti Policy Committee and the Common Council and its Finance and Personnel Committee, on a schedule and in a format to be determined by the Anti-Graffiti Policy Committee.
