Resolution relating to acceptance and funding of the 2025-2026 High Intensity Drug Trafficking Areas Program grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a 2025-2026 High Intensity Drug Trafficking Areas Program grant from the Executive Office of the President Office of National Drug Control Policy in the amount of $265,305 with a city share of $208,903 and a grantor share of $56,402. The grant funds allow continued participation in the North Central High Intensity Drug Trafficking Areas Program. The purpose of the grant is to reduce violent crime by dismantling and disrupting drug networks and organizations that operate in the Milwaukee area and across the state.  The grant funds five task force initiatives and establishes separate grant accounts for the Drug Gang, Fugitive, Interdiction, and Opioid Task Forces and the Investigative Support Center. 

Body

Whereas, Under the terms of CFDA #95.001, the City of Milwaukee appears to be eligible for grant funds from the Executive Office of the President Office of National Drug Control Policy to continue participation in the North Central High Intensity Drug Trafficking Areas Program to reduce violent crime by dismantling and disrupting drug networks and organizations that operate in the Milwaukee area and across the state; and

 

Whereas, The operation of this grant from 1/1/2025 to 12/31/2026 would cost $265,305 of which, $56,402 (21%) would be provided by the city and $208,903.00 (79%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2025 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2025 High Intensity Drug Trafficking Areas (HIDTA) Program Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent; and

 

3.                     Enter into subcontracts and leases as detailed in the grant budget; and, be it

 

Further Resolved, That the 2025 Positions Ordinance be amended as follows to reflect the change in footnote (K):
