Title
Resolution approving Year 2025 Operating Plans for various Business Improvement Districts and Neighborhood Improvement Districts, located in the City of Milwaukee.
Analysis
Section 66.1109(3)(b), and 66.1110(4)(b), Wisconsin Statutes, require that Business Improvement Districts and Neighborhood Improvement Districts respectively submit annual Operating Plans for City approval. This resolution approves Year 2025 Operating Plans for Business Improvement District Nos. 2, 4, 5, 8, 10, 11, 13, 15, 16, 19, 20, 21, 25, 26, 27, 28, 31, 32, 35, 37, 38, 39, 40, 41, 43, 48, 49, 50, 51,53 and 54 and Neighborhood Improvement District Nos. 1, 3, 4, 5, 6, 7, 9, 10, 11, 12 and authorizes assessments on taxable property within said Districts.

Whereas, The Common Council of the City of Milwaukee (“Common Council”) has created Business Improvement Districts (“BIDs”) and Neighborhood Improvement Districts (“NIDs”) in the City of Milwaukee (“City”) and has approved their Initial Operating Plans; and
Whereas, Section 66.1109(3)(b), and 66.1110(4)(b), Wisconsin Statutes, requires that Boards of BIDs and NIDs respectively submit annual Operating Plans to the Common Council for approval; and
Whereas, The Boards of BID Nos. 2 (Historic Third Ward), 4 (Historic Mitchell Street), 5 (Westown), 8 (Historic King Drive), 10 (Near West Side), 11 (Brady Street), 13 (Oakland Avenue), 15 (Riverwalk), 16 (Uptown Crossing), 19 (Villard Avenue), 20 (East North Avenue), 21 (Milwaukee Downtown), 25 (Riverworks), 26 (Menomonee River Valley), 27 (Burleigh Street), 28 (North Avenue Gateway), 31 (Havenwoods), 32 (North Avenue Market Place), 35 (Kinnickinnic River), 37 (30th Street Industrial Corridor), 38 (Cesar E. Chavez), 39 (Center Street Marketplace), 40 (Airport Gateway), 41 (Historic Downer Avenue), 43 (South 27 Street) 48 (Granville), 49, (Reed Street Yards), 50 (Crisol Corridor), 51 (Harbor District), 53 (Deer District), 54 (Fond Du Lac Avenue) and NID Nos. 1 (The Brewery), 3 (Washington Park), 4 (Sherman Park), 5 (Heritage Heights), 6 (Historic Garden Homes), 7 (Harambee), 9 (Havenwoods), 10 (River View), 11 (River Ridge) and 12 (Lindsay Heights) have submitted proposed Year 2025 Operating Plans; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Year 2025 Operating Plans for BID Nos. 2, 4, 5, 8, 10, 11, 13, 15, 16, 19, 20, 21, 25, 26, 27, 28, 31, 32, 35, 37, 38, 39, 40, 41, 43, 48, 49, 50, 51, 53 and 54 and NID Nos. 1, 3, 4, 5, 6, 7, 9, 10, 11 and 12 are approved; and, be it
Further Resolved, That the City Treasurer, City Comptroller, Assessment Commissioner and other affected departments are directed to collect and disburse BID and NID assessments in accordance with said Year 2025 Operating Plans; and, be it
Further Resolved, That all City officials, departments, boards and commissions are directed to take all actions and provide such assistance, as necessary, to carry out the intent and purpose of this resolution and said approved Year 2025 Operating Plans.
