Title:
Resolution relative to application, acceptance and funding of an Office of Community Policing Services Child Sexual Predator Program grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a COPS Sexual Predator Program grant from the U.S. Department of Justice, Office of Community Oriented Policing Services subgranted through the Wisconsin Department of Justice, Division of Criminal Investigation in the amount of $96,067. The purpose of this program is to work with the community and community partners to analyze, assess and assist in protecting children from abuse and to provide resources for healing along with keeping up with technological advances that assists in tracking and catching child sexual predators.

Whereas, Under the terms of the Catalog of Federal Domestic Assistance #16.710, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Community Oriented Policing Services subgranted through the Wisconsin Department of Justice, Division of Criminal Investigation in the amount of $96,067; and
Whereas, The operation of this grant project from January 1, 2009 through September 30, 2010 would cost $96,067 of which 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of this grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2009 Special Revenue-Grant and Aid Projects, the following amounts for the project titled “COPS Child Sexual Predator Program Grant”:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
