Title
Substitute resolution authorizing acceptance and funding of the 2022-23 Epidemiology and Laboratory Capacity (ELC) Program - Project S: Strengthening the United States Response to Resistant Gonorrhea (SURRG) grant from the Department of Health Services.
Analysis
This resolution authorizes the Health Department to accept, and fund the Epidemiology & Lab Capacity (ELC) Program - Project S: Strengthening the United States Response to Resistant Gonorrhea (SURRG)from the Wisconsin Department of Health Services in the amount of $452,866 with a City share of $0 and a grantor share of $452,866. The funding will provide support for MHD Lab services and supplies, epidemiology, and other support to identify resistant strains of gonorrhea in key populations.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services to surveil, test, and document ; and
Whereas, The operation of this grant program from 8/1/2022 to 7/31/2023 will cost $452,866 comprised of $452,866 or 100% grantor share and $0 or 0% City share; now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2022 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled [GRANT TITLE]:

2. Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2022 grant budget funds for specific items of equipment; and,
3. Expend from the 2022 grant budget funds for training and out-of-town travel by departmental staff; and,
Further Resolved, That the Common Council directs that the 2023 Positions Ordinance C.C. File Number 220651, should be amended as follows:
