Analysis
This ordinance requires that a junk collector or junk dealer submit a photograph of each vehicle used in the business of collecting junk within the city in a form and manner acceptable to the city clerk. The photograph or photographs submitted shall clearly display all required elements of signage.
 
No new or renewal junk collector or junk dealer license shall be issued by the city clerk until such time as a one or more photographs of each vehicle to be used in the junk collector or dealer business has been submitted.  
 
Following issuance of a new or renewal license, a new photograph of each replaced or altered vehicle sign shall be submitted to the city clerk within 5 days. Each junk dealer shall submit a photograph to the city clerk of the vehicle and signage within 5 days for each additional or new vehicle used in collecting junk following issuance of a new or renewal license.
 
This ordinance, consistent with other secondhand dealer licensing regulations, requires that changes to information contained in the application or plan of operation shall be reported to the city clerk within 10 days.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 92-3-8-n-3 of the code is created to read:
 
92-3. Junk Collectors and Dealers.
 
8. REGULATIONS.
 
n. License Stickers and Signage.
 
n-3. Photographs of vehicles and signage shall be submitted to the city clerk in the following manner:
 
n-3-a. One or more photographs of each vehicle used by a junk collector or junk dealer in the business of collecting junk within the city shall be submitted to the city clerk in a form and manner acceptable to the city clerk prior to issuance of a new or renewal license. Licensees shall submit photographs of all vehicles that are subject to signage requirements under this paragraph within 5 days of placing the vehicle into operation.
 
n-3-b. Photographs submitted to the city clerk under this subdivision shall clearly display all elements of signage required under subd. 2.
 
n-3-c. Changes in signage and replacement photographs shall be subject to reporting as provided in par. r and failure to provide required photographs may be considered upon application for renewal or in revocation proceedings as provided in sub. 9-d.
 
Part 2. Section 92-3-8-r of the code is created to read:
 
r. Changes to be Reported. Any change to information contained in the application or plan of operation shall be reported to the city clerk within 10 days.
 
Part 3.This ordinance shall take effect for all vehicles operating under license on ______[date to be inserted by the Clerk shall not be less than 30 days following publication].
