Substitute resolution directing the Commissioner of Public Works to execute Cost Sharing Agreement with the Village of Whitefish Bay for the planned improvement of the West Hampton Avenue Intersection with North Santa Monica Boulevard, and to set up funds for design engineering at an estimated total cost of $164,244 with an estimated City share of $4,106, a Whitefish Bay share of $12,318 and a grantor share of $147,820.

 

Analysis

This resolution directs the Commissioner of Public Works to execute a Cost Sharing Agreement with the Village of Whitefish Bay design, and construction costs associated with the safety improvement of West Hampton Avenue Intersection with North Santa Monica Boulevard. The Village of Whitefish Bay has entered into an agreement with the Wisconsin Department of Transportation for the improvement of the subject roadway with the Wisconsin Department of Transportation funding 90 percent of the projects design and construction costs. The Village of Whitefish Bay has incorporated segments of the roadway that lie within the City of Milwaukee’s municipal boundaries into the construction project to complete the improvement of the entire intersection at West Hampton Avenue & North Santa Monica Boulevard.  The total estimated cost of this project is $1,543,731 with a grantor share of $1,384,858 and a local share of 158,873, of which the City’s share is $39,218.25 and the Village of Whitefish Bay’s share is $119,654.75. The total estimated design cost for the project is $164,244, with a grantor share of $147,820 and a local share of $16,424, of which the City’s share is $4,106 and the Village of Whitefish Bay’s share is $12,318.

 

Body

Whereas, The Village of Whitefish Bay was awarded Highway Safety Improvement Program (HSIP) funds to cover approximately 90 percent of the project’s construction costs (see attached State/Municipal Agreement); and

 

Whereas, Approximately 25 percent of the project’s work lies within the municipal boundaries of the City of Milwaukee; and

 

Whereas, The Village of Whitefish Bay has incorporated the quarter of the intersection that lies within the City of Milwaukee into the improvement project to complete the rehabilitation of the entire intersection of West Hampton Avenue and North Santa Monica Boulevard; and

 

Whereas, The City of Milwaukee has prepared a Cost Sharing Agreement to address the cost breakdown between the City of Milwaukee and the Village of Whitefish Bay for the remaining 10 percent of the design costs of the project; now, therefore, be it

 

Whereas, Construction funds for the project will be included in a separate resolution; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute a Cost Sharing Agreement with the Village of Whitefish Bay for the estimated costs associated with the improvement of the West Hampton Avenue intersection with North Santa Monica Boulevard, a copy of which is attached to Common Council File Number 250540, and is incorporated by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for design for the project (Expenditure) and transfer to this account the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
